Title
Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $4,010,000 for a total estimated cost of these projects being $31,011,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $4,010,000 with the total cost estimated to be $31,011,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
6th Aldermanic District
W. Randolph St. - N. 2nd St. to N. 3rd St. (SM495230061) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $93,000. This project is anticipated to be completed during the 2024 construction season.
8th Aldermanic District
S. 31st St. - Pedestrian Bridge (2700 South) over Union Pacific Railroad (BR100240106): Preliminary engineering for bridge removal. (City Share Non-assessable Structure Fund - $125,000). The total estimated cost for this project is $425,000. This project is anticipated to be completed during the 2027 construction season.

N. 54th St. - W. Vliet St. to W. Washington Blvd. (SM495230031) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost of this project including the requested amount is $401,000. This project is anticipated to be completed during the 2024 construction season.

Administration cost for high impact paving engineering (ST216240001): Nonassessable High Impact Paving Fund -- $600,000). The total 2024 budget for the high impact resurface program is $9,750,000.
Administration cost for street paving engineering (ST211240001): (Nonassessable Reconstruction Paving Fund -- $1,500,000). The total 2024 budget for the street resurface/reconstruction program is $8,000,000.
Administration cost for Sidewalk Replacement (ST230240001) Laying concrete walk. Doing all necessary grading pertaining to said work. (Non- Assessable Sidewalk Reconstruction Paving Fund -- $240,000). The total 2024 budget for the sidewalk replacement program is $1,750,000.
Administration cost for 2024 Alley Paving (ST212240001) (Nonassessable Alley Paving Fund -- $125,000). The total 2024 budget for alley paving is $850,000.
Administration cost for 2024 Bike Infrastructure engineering (ST260240001) (Nonassessable Bike Infrastructure Fund -- $100,000). The total 2024 budget for the Bike Infrastructure program is $750,000
