Resolution relating to application for, and acceptance and funding of, a U.S. Department of Transportation Center for Climate Change and Environmental Forecasting 2005 Broad Agency Announcement Project titled "Trees, Climate Change and Transportation" (Department of Public Works).
Analysis
This resolution authorizes the Department of Public Works to apply for, accept and fund, a 2005 Broad Agency Announcement Project from the U.S. Department of Transportation Center for Climate Change and Environmental Forecasting titled "Trees, Climate Change and Transportation".  This grant will be used to fund a two-year DPW-Operations Division (Forestry Section) research project on the use of trees in Wisconsin Department of Transportation (WisDOT) highway projects and to develop a policy recommendation on the target ratio of trees planted per new highway mile based on climate change benefits.  The total project cost is $150,000, of which 100% will be provided by the grantor.  No City matching funds are required.

Whereas, The City of Milwaukee appears to be eligible for a 2005 Broad Agency Announcement Project (grant) from the U.S. Department of Transportation Center for Climate Change and Environmental Forecasting; and
 
Whereas, The Department of Public Works-Operations Division (Forestry Section) would use this grant, to be known as "Trees, Climate Change and Transportation," to conduct policy research; and
 
Whereas, This research project would include the following components:
 
1.      Partner with the University of Wisconsin-Stevens Point to conduct analysis on the use of trees in WisDOT highway projects, including an assessment and ranking of Wisconsin relative to other states, to develop a target ratio of trees planted per new highway mile.
 
2.      Develop a policy recommendation addressing the use of trees in highway projects using the target ratio of trees per new highway mile based on climate change benefits.
 
3.      Provide policy research and recommendations to the Wisconsin Arborist Association to support better understanding of the beneficial role of trees in WisDOT highway projects.

Whereas, The implementation of this research project from September 1, 2005, through August 31, 2007, will cost $150,000, of which 100% will be provided by the grantor, with no city match required; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply for and accept a 2005 Broad Agency Announcement Project (grant) titled "Trees, Climate Change and Transportation" in the amount of $150,000 from the U.S. Department of Transportation Center for Climate Change and Environmental Forecasting without further Common Council approval, unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Encumber in the parent accounts of the 2005 Special Revenue Accounts-Grant and Aid Projects the following amounts for the project:

Further Resolved, That these funds are appropriated to the Department of Public Works-Operations Division (Forestry Section), which is authorized to:
 
1.  Make expenditures from these funds for specified purposes (i.e., policy research), as indicated in the program budget, a copy of which is attached to this file.
 
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% or more.
 
3.  Enter into subcontracts and leases to the extent detailed in the project budget.
