Title:

Resolution relative to application, acceptance and funding of a U.S. Bureau of Justice Assistance, Byrne Law Enforcement Assistance Grant Program, through the State of Wisconsin Office of Justice Assistance, City of Milwaukee Violence Reduction Project Grant.

Analysis:

This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a City of Milwaukee Violence Reduction Project Grant from the U.S. Bureau of Justice Assistance, through the State of Wisconsin Office of Justice Assistance; in the amount of $75,000 with a city share of $25,000 and a grantor share of $50,000. The purpose of this program is to deter, detect and suppress the incidents of violent crime in the City of Milwaukee.  Another goal of this program is to offer timely, accurate, and effective crime data information to citizens so as to allow them to be better informed, enabling them to take proper action in order to reduce the likelihood of victimization.  Further, this program also will also strive to develop cooperative relationships with citizens and community based organizations, to address issues that lead to community violence.  

Body:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Bureau of Justice Assistance, through the State of Wisconsin Office of Justice Assistance; and

 

Whereas, The operation of this grant from 12/01/05 to 11/30/06 would cost $75,000, of which $25,000 (33%) would be provided by the city and $50,000 (67%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Bureau of Justice Assistance, through the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant changes as indicated in Common Council File# 030712; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2006 Special Revenue Grant and Aid Projects fund, the following amount for the program titled:  Milwaukee Area Violent Criminal Enterprise Task Force Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
