Title

Substitute resolution approving an Intergovernmental Cooperation Agreement between the City of Milwaukee and Milwaukee County for trauma informed care counseling.

Analysis

This resolution approves an intergovernmental cooperation agreement between the City of Milwaukee and Milwaukee County to implement a trauma response system for children and parents/caretakers residing within the boundaries of Milwaukee Police District 7 who are exposed to violent and traumatic events.  It further authorizes the proper City officials to enter into this memorandum of understanding.

Body

Whereas, The 2015 Budget provides $250,000 for a new Crisis Response for Trauma-Informed Care Counseling Special Purpose Account; and

 

Whereas, Police officers are the most significant first responders to violent and catastrophic events that affect children’s lives, but have frequently lacked both the specialized training and the necessary partnerships and support from mental health resources to meaningfully respond to the children exposed to violence; and

 

Whereas, Mental health professionals and support services are unlikely to come into contact with the vast majority of children “at risk” of developing negative outcomes as a result of exposure to violence at the time when early intervention can make a critical difference in those children’s lives; and

 

Whereas, The Crisis Response-Trauma Informed Care Counseling SPA will support a partnership between Milwaukee Police Department District 7 and Milwaukee County Behavioral Health Division - Wraparound Milwaukee, Mobile Urgent Treatment Team to assist children, ages 5-17, who have witnessed to traumatic events; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the attached intergovernmental cooperation agreement between the City of Milwaukee and Milwaukee County for a trauma response system for children and parents/caretakers residing within the boundaries of Milwaukee Police District 7 who are exposed to violent and traumatic events, or a version substantively similar, is approved; and, be it

 

Further Resolved, That the proper City officials are authorized to enter into this memorandum of understanding on behalf of the City of Milwaukee.
