Title
Resolution establishing a Litter and Sanitation Task Force to oversee implementation of the recommendations of the Litter Control Task Force and to discuss sanitation-related issues.
Analysis
This resolution establishes a Litter and Sanitation Task Force to oversee implementation of the recommendations of the Litter Control Task Force and to discuss sanitation issues. The Litter and Sanitation Task Force shall meet and make seasonal progress reports to the Common Council Public Safety Committee on a quarterly basis, at a minimum. The task force shall submit a report of its findings and recommendations to the Common Council by December 31, 2002, and, upon submission of the report, automatically be dissolved.
Body
Whereas, The Litter Control Task Force was established by the Common Council on September 22, 2000; and
 
Whereas, The Litter Control Task Force submitted its recommendations to the Common Council on October 12, 2001; and
 
Whereas, Upon submission of the report, the Litter Control Task Force was automatically dissolved; and
 
Whereas, The Steering and Rules Committee approved creation of an ad hoc committee to oversee implementation of the Litter Control Task Force's recommendations and serve as a forum for discussion related to sanitation issues; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that a Litter and Sanitation Task Force is created, composed of the following 9 members:
 
1.  Four members of the Common Council to be appointed by the Council President.
 
2.  One member, to be appointed by the Mayor.
 
3.  One representative from each of the following:
 
a.  Sanitation Division of the Department of Public Works.
 
b.  Department of Neighborhood Services.
 
c.  Public Employees Union #61.
 
d.  Keep Greater Milwaukee Beautiful.
 
; and, be it
 
Further Resolved, That the Common Council President shall designate the Chair of the Litter and Sanitation Task Force; and, be it
 
Further Resolved, That the purpose of this task force shall be to:
 
a.  Review and introduce legislation supporting recommendations of the Litter Control Task Force.
 
b.  Act as a liaison with city departments and private agencies to implement recommendations of the Litter Control Task Force.
 
c.  Act as a forum to address sanitation-related concerns and provide solutions to these concerns.
 
; and, be it
 
Further Resolved, That the Litter and Sanitation Task Force shall meet and make seasonal progress reports to the Common Council Public Safety Committee on a quarterly basis, at a minimum; and, be it
 
Further Resolved, That these seasonal progress reports shall include:
 
a.  Winter - Reviewing the past year's experience and preparing for spring.
 
b.  Spring - Implementation of spring cleanup programs on an as-needed basis and cross-departmental inspections related to the previous winter operation.
 
c.  Summer - Coordination of all sanitation issues across departments.
 
d.  Fall - Annual summary.
 
; and, be it
 
Further Resolved, That the City Clerk's Office shall provide staff assistance; and, be it
 
Further Resolved, That all departments are authorized and directed to provide assistance to the task force as needed; and, be it
 
Further Resolved, That the task force shall submit a report of its findings and recommendations to the Common Council by December 31, 2002, and, upon submission of the report, automatically be dissolved.
