Analysis
This resolution authorizes the Commissioner of Public Works and City Comptroller to execute a funding agreement with the Wisconsin Department of Transportation to implement street lighting improvements and traffic signal and sign modifications on West Greenfield Avenue from South Cesar Chavez Drive to South Layton Boulevard with Federal/State Aid under the Congestion Mitigation Air Quality Program. The total estimated cost of this element of the project is $234,423.76 with an estimated State share of $187,539, and an estimated City share of $46,884.76.

Whereas, The Common Council has previously approved execution of a project agreement with the Wisconsin Department of Transportation (WISDOT) to undertake streetscaping on West Greenfield Avenue from South Cesar Chavez Drive to South Layton Boulevard under Common Council File Number 040259; and
Whereas, Funding for all streetscape improvements for this project has previously been approved under Common Council File Number 061096 adopted on January 17, 2007; and
Whereas, Improvements to the street lighting facilities and traffic and sign modifications within the project limits are eligible for funding under the Congestion Mitigation Air Quality Program; and
Whereas, The total cost of street lighting and traffic control improvement included in this streetscape project is $234,423.76, of which 80 percent or $187,539 is funded through WISDOT and 20 percent or $46,884.76 is funded by the City; and
Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and Comptroller are hereby authorized to enter into an agreement with WISDOT for cost participation in the installation of street lighting improvements and traffic signal and sign modifications within the aforementioned project limits, a copy of which is attached to this resolution, and is incorporated by reference as though set forth in full; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to construct street lighting improvements and traffic signal and sign modifications included in the agreement following execution of the agreement.
