Resolution relative to application, acceptance and funding of a Lead Poisoning Evaluation Grant. (Health Department)
ANLS:
This resolution authorizes the Health Department to apply for, accept and fund a Lead Poisoning Evaluation Grant project from the Environmental Protection Agency through the University of Wisconsin Department of Preventive Medicine in the amount of $98,255 with a city share of $21,927 and a grantor share of $76,328. The purpose of the project is to maintain the Lead Program's data base and to expand program evaluation activities.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Environmental Protection Agency through the University of Wisconsin Department of Preventive Medicine for the maintenance of the Lead Program data base and expansion of Program evaluation activities; and
Whereas, The operation of this grant project from July 1, 1997 to June 30, 1998 would cost $98,255 of which $21,927 (22%) would be provided by the city and $76,328 (78%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the University of Wisconsin Department of Preventive Medicine is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Lead Poisoning Evaluation Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
3. Establish the necessary grant performance submeasures; and, be it
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 1997 grant budget funds for specific items of equipment; and be it
Further Resolved, That the Common Council directs that the 1997 Positions Ordinance, C.C. File 961002, should be amended as follows:

Amend footnote (D) as follows:
To expire 06/30/98 unless the Lead Poisoning Evaluation Grant, available from the University of Wisconsin Department of Preventive Medicine, is extended. Positions are authorized only as reflected in the grant agreement as approved by the Grantor Agency.
