Substitute resolution authorizing and accepting funding for the City of Milwaukee's participation in a County Judicial Oversight Grant. (Police Department)
BODY:
Whereas, Although the Milwaukee Commission on Domestic Violence and Sexual Assault has helped the Milwaukee community make significant strides toward ending domestic violence, there remain needs to improve victim services and enhance offender accountability; and
Whereas, The U.S. Department of Justice, Office of Justice Programs has awarded Milwaukee County a Judicial Oversight Demonstration Grant of $1,998,257 to pursue these improvements; and
Whereas, The Common Council authorized the City of Milwaukee's participation in the application for this grant in file 990246; and
Whereas, The Milwaukee Police Department would be a participating agency in the implementation of this program; and
Whereas, The operation of this project from October 1, 1999 to March 31, 2001 would cost $146,319 of which $93,500 is the grantor share and $52,819 the City in-kind share; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept the grant without further approval unless its terms change as indicated in Common Council File 940843; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2000 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Judicial Oversight Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;
3. Establish the necessary City share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Enter into an Intergovernmental Cooperation Agreement with Milwaukee County;
2. Expend from the amount budgeted for specified purposes as indicated in the project budget and incur costs consistent with the award date; and
3. Expend from the 2000 grant budget funds for specified items of equipment.
