Title

Resolution authorizing and directing the Department of City Development and advising the Redevelopment Authority of the City of Milwaukee to take actions relating to redevelopment of the Hartung Quarry site.

Analysis

This resolution authorizes and directs the Department of City Development to prepare, and advises the Redevelopment Authority to support, a tax incremental district boundary and project plan for redevelopment of the Hartung Quarry site, located at 3342 North Argonne Drive.  It also authorizes and directs the Department of City Development to make a good-faith effort to acquire the multi-family properties located at 3461, 3471 and 3479 North 99th Street (and 3450 and 3460 North 99th Street, if funds are available) through private negotiations, rather than use of eminent domain powers, so that these properties may be included in the Hartung Quarry tax incremental district boundary and project plan.

 

The tax incremental district would fund development of a park and up to 17 single-family lots, including related infrastructure improvements, on the Hartung Quarry site.  It would also fund the acquisition of the specified properties.  In addition, proceeds from the sale of the new lots would be used to fund acquisition of the multi-family properties.

Body

Whereas, The City of Milwaukee owns a landfill located at 3342 North Argonne Drive known as the “Hartung Quarry”; and

 

Whereas, The Hartung Quarry is expected to reach capacity and require closing and capping sometime in late 2006 or early 2007; and

 

Whereas, The Hartung Park Neighborhood Association, a group of Milwaukee and Wauwatosa residents concerned about future development of the Hartung Quarry site, has prepared a plan for the site that calls for development of a park and up to 17 lots for single-family homes; and

 

Whereas, A copy of the “Hartung Quarry Park: Proposed Conceptual Grading Plan and Site Features” provided and endorsed by the Hartung Park Neighborhood Association is attached to and made a part of this file; and

 

Whereas, Because development of the Hartung Quarry site will require various public infrastructure improvements and, possibly, measures to prevent or remediate environmental contamination, this project should be considered for tax incremental financing; and

 

Whereas, The four-family dwellings located at 3450, 3460, 3461, 3471 and 3479  North 99th Street have a blighting influence on the surrounding neighborhood and the Hartung Quarry site because they are inconsistent with the overwhelmingly single-family residential character of the neighborhood and because they have a history of being poorly maintained and generating numerous calls for City service (including police and code enforcement services); and

 

Whereas, The Common Council finds that it is appropriate for the City to pursue acquisition, demolition and redevelopment of the multi-family properties in question as part of the overall Hartung Quarry site redevelopment project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is authorized and directed to prepare, and the Redevelopment Authority is advised to support, a boundary description and a project plan for a tax incremental district at the Hartung Quarry site, with the project plan being substantially in conformance with the plan submitted by the Hartung Park Neighborhood Association that is part of this file; and, be it

 

Further Resolved, That this project plan shall provide for the use of tax incremental financing to fund the development of a park, single-family residential lots and related infrastructure improvements at the Hartung Quarry site, as well as to fund the acquisition of up to 5 multi-family residential properties in the 3400 block of North 99th Street, so that those properties may be included in the Hartung Quarry tax incremental district boundary and project plan; and, be it

 

Further Resolved, That the Department of City Development is authorized and directed to make a good-faith effort to acquire the properties located at 3461, 3471 and 3479 North 99th Street (and, if sufficient funds are available, the properties at 3450 and 3460 North 99th Street as well) through private negotiations, rather than use of eminent domain powers, with acquisition costs being funded by both tax incremental district financing and proceeds from the sale of the new single-family lots; and, be it

 

Further Resolved, That the Department of City Development shall, within 6 months of adoption of this resolution, submit the Hartung Quarry tax incremental district boundary description and project plan to the Common Council for review and approval.
