Analysis
This resolution directs the City Comptroller to create the necessary account to pay the City of Milwaukee’s local share of costs associated with the relocation of AT&T facilities impacted by the reconstruction of North Wasaukee Road (North 124th Street) from West County Line Road to West Mequon Road in the City of Milwaukee. The total estimated cost for the utility relocation to take place within the City of Milwaukee is $25,000, a federal share of $20,000, and a City share of $5,000.
Body
Whereas, The City of Mequon in conjunction with the Wisconsin Department of Transportation (WISDOT) has programmed the improvement of North Wasaukee Road from West County Line Road to West Mequon Road; and
Whereas, The northwest and southeast quadrants of the North Wasaukee Road and West County Line Road intersection lie within the City of Milwaukee; and
Whereas, The City of Mequon has agreed to incorporate these segments of roadway that lie within the City of Milwaukee into their paving project; and
Whereas, The City of Milwaukee has requested and received permission from the WISDOT to utilize Federal STP entitlement funds to cover 80 percent of the City of Milwaukee’s share of the project costs; and
Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 050157 on June 24, 2005, authorizing and directing the Commissioner of Public Works to execute a cost sharing agreement with the City of Mequon to address the 20 percent local share of the costs associated with the North Wasaukee Road project; and
Whereas, Ongoing preliminary engineering has indicated the necessity to relocate an underground AT&T facility that currently lies on private land adjacent to the existing roadway right of way and will be impacted by the widening of the North Wasaukee Road and West County Line Road intersection; and
Whereas, The WISDOT, in conjunction with City of Milwaukee legal counsel has determined that said relocation qualifies AT&T for full monetary compensation; and
Whereas, The necessary relocation occurs entirely within the City of Milwaukee and therefore becomes the monetary responsibility of the City of Milwaukee; and
Whereas, The WISDOT has agreed to allow the use of Federal aid monies to offset 80 percent of the costs; and
Whereas, Detailed construction cost estimates have not yet been calculated for this project and will be addressed in future resolutions; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary account for the utility relocation project (Expenditure) and transfer to these accounts the amount required under the grant agreement and City accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
