Substitute resolution amending Common Council File 970785 relative to application, acceptance and funding of the Women, Infant and Children's Grant.
ANLS:
This resolution amends Common Council File 970785 relative to the Women, Infant and Children's Grant. The purpose of the grant is to prevent nutrition-related health problems and to improve the health status of low-income, at-risk pregnant or breast-feeding women, infants and children up to age of five years.
BODY:
Whereas, Common Council File 970785 authorized the Health Department to apply for, accept and fund the a Women, Infant and Children's Grant from the State of Wisconsin Division of Health and Family Services for the purpose of preventing nutrition-related health problems and improving the health status of low-income, at-risk pregnant or breast-feeding women, infants and children up to age of five years. This grant provided for a Grantor share total of $1,078,416 and a City share total of $ 337,496; and
 
Whereas, The Grantor share for this program is increased by $48,128; the in-kind City share is increased by $8,915; and the total cost is increased by $57,043; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the program titled Women, Infant and Children's Grant:

Further Resolved, That these funds are appropriated to Health Department which is authorized to:
 
Expend from the amount appropriated sums for specific purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it
 
Further Resolved, That the Common Council directs that the 1998 Positions Ordinance, Common Council File 970831, should be amended as follows:
 
Amend footnote (C) as follows:
 
To expire 09/30/98 unless the Women, Infant and Children's Grant, available from the State of Wisconsin Division of Health and Family Services, is extended. This grant also funds .25 FTE of the Nutritionist Coordinator and .5 FTE of the Nutritionist position located in the Chronic Disease Division.
 
Positions are authorized only as reflected in the grant agreement as approved by the Grantor Agency; and, be it
 
Further Resolved, That all standard resolved clauses articulated in Common Council File 970785 remain applicable.
