This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for the programming and construction of a bus-only ramp connecting North Harbor Drive to I-794 to allow buses that are exiting the Henry W. Maier Festival Grounds during festival events to access the freeway directly. This will eliminate excessive delays which buses experience due to high pedestrian traffic and general congestion which occurs at the intersection of East Michigan Street and North Lincoln Memorial Drive during Summerfest and other festivals. The project will be funded primarily with federal funds from the Congestion Mitigation and Air Quality program. The 20 percent local matching funds will be shared by the City of Milwaukee, the Wisconsin Department of Transportation and Milwaukee World Festival, Inc.
 
 
BODY:
Whereas, The Milwaukee World Festival, Inc. (MWF) requested the City of Milwaukee to investigate ways to make transit more efficient during Summerfest and other festivals at the Henry W. Maier Festival Grounds; and
 
Whereas, The Department of Public Works has determined that a ramp connecting North Harbor Drive to I-794 would allow buses to access the freeway directly, avoiding the delay experienced on the surface roadways; and
 
Whereas, The City of Milwaukee applied for Congestion Mitigation and Air Quality (CMAQ) funds to construct a bus-only ramp connecting North Harbor Drive to I-794; and
 
Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming and construction of the project with federal aid under the CMAQ program; and
 
Whereas, The WISDOT and MWF have agreed to fund a portion of the local share for this project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the Project Agreement for the programming and construction of a bus-only ramp connecting North Harbor Drive to I-794, a copy of which is attached to Common Council Resolution File Number 981653, and is incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above-mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
