This resolution approves the Riverside Park Area

Study dated January 18, 1991, as well as the

recommendations of the study which were approved by

the City Plan Commission on July 13, 1992. It also

designates the study recommendations as part of the

City's Master Plan. This resolution further

authorizes various City departments and agencies to

take the actions necessary to implement the approved

recommendations.

 

BODY:

Whereas, Common Council Resolution File Number

890450, adopted June 27, 1989, directed the

preparation of a market study and land use plan for

the area generally bounded by North Oakland Avenue,

East Locust Street, East North Avenue and the

Milwaukee River; and

 

Whereas, On July 13, 1992, the City Plan Commission

approved the Riverside Park Area Study, dated January

18, 1991, with the following recommendations:

 

Short-Term Recommendations

 

1. Milwaukee County, the City of Milwaukee and

Wisconsin Paperboard should agree to land

transactions, including specific conveyances for

roadways and alleys, to create a consolidated

industrial campus. The impact of these transactions

on access to the area should be considered in

consultation with affected private property owners.

 

2. Steps should be taken to create and extend a new

roadway which would improve access to both private

land and Riverside Park. This roadway should

generally abut the west side of the former Chicago

and North Western Railroad right-of-way from East

North Avenue to East Park Place.

 

3. The existing bridge at East Belleview Place

should remain open until the new roadway is

available. If the bridge is declared unsafe and must

be closed to vehicular traffic, every reasonable

effort should be made to provide continuous alternate

access to properties north of East Belleview Place.

 

4. If the North Avenue Dam remains open or is

removed, a pedestrian corridor accessible to the

public should be developed between the river channel

and the bottom of the bluff. If the Dam is closed, a

building setback extending east from the top of the

bluff should be established. The purpose of the

setback would be to provide an opportunity to develop

a pedestrian path from North Avenue to Riverside

Park. Affected property owners should be consulted

relative to public access improvements in the area.

 

5. If the Common Council approves this study, a

site plan review overlay district, with related

design guidelines, should be established. These

guidelines should emphasize techniques or design

strategies for the area between East North Avenue and

Riverside Park which will improve the

visual/aesthetic impact of new developments on

neighboring properties. Affected property owners

should be consulted during the preparation of these

guidelines.

 

Mid-Term Recommendations

 

1. A pedestrian, river-edge trail should be

developed to connect Riverside Park with Caesar's

Park.

 

2. County-owned land within the study area should

be used in a manner consistent with the

recommendations of this study. The County should

continue to use Riverside Park as an environmental

center and should only develop its vacant land in the

area for active recreational use after a need for

such development is clearly shown.

 

3. When the new roadway access has been provided,

the City should undertake the rezoning of the area

from Industrial to Light Manufacturing. Light

Manufacturing zoning would allow continuation of

existing uses but would limit new uses to those which

would be more compatible with nearby residences and

the river corridor.

 

4. When decisions on light rail routes are made,

the recommendations of this study should be

reassessed.

 

 

Long-Term Recommendations

 

1. The City should promote mixed-use developments

if any existing industrial uses become obsolete andare no longer viable, or if County land is declared

surplus and available for development.

 

2. If the area is redeveloped for residential

and/or recreational purposes, construction of a new

bridge over the former railroad right-of-way at East

Park Place or East Belleview Place to improve

pedestrian and vehicular access should be considered.

The design of the bridge should recognize the

integrity of the Riverside Park Nature Area.

 

3. The County and City should continue to test

market conditions and retain open dialogue on land

use and development issues with private property

owners in the study area and members of the community

immediately surrounding the study area.

 

; and

 

Whereas, The Common Council desires to establish said

recommendations as City policy and part of the City's

Master Plan; and

 

Whereas, The Common Council wishes to have the proper

City departments initiate steps to implement said

study recommendations; now, therefore, be it

 

Resolved, By the Common Council of the City of

Milwaukee, that the Riverside Park Area Study dated

January 18, 1991, and the recommendations therein

which are noted above as approved by the City Plan

Commission on July 13, 1992, are approved; and, be it

 

Further Resolved, That said recommendations are

designated a part of the City's Master Plan; and, be

it

 

Further Resolved, That the Department of City

Development is authorized and directed to coordinate

the City's implementation of the Riverside Park Area

Study recommendations; and, be it

 

Further Resolved, That the City Plan Commission is

authorized and directed to prepare the site plan

review overlay district for the study area as

recommended in the study and to present the overlay

district to the Common Council for consideration at

its July 12, 1996, meeting; and, be it

 

Further Resolved, That the Department of Building

Inspection is authorized and directed to withhold the

issuance of building permits for new construction

within the study area until such time as the site

plan review overlay district has been established;

and, be it

 

Further Resolved, That all City officials,

departments, boards and commissions are authorized

and directed to take all actions necessary to

implement the intent and purpose of this resolution

and the Riverside Park Area Study.
