Title

Substitute resolution relating to the implementation of various recommendations included in the City Comptroller's audit of the Canal Street reconstruction project.

 

Analysis

 

This resolution directs the Department of Administration and other City departments to implement various recommendations of the Comptroller’s “Audit of the Canal Street Project”.

 

Body

Whereas, In February 2007, the Comptroller submitted to the Common Council an “Audit of the Canal Street Project”; and

 

Whereas, While the audit concluded that with minor exceptions, costs allocated to the Canal Street project were reasonable, the audit disclosed significant weaknesses in City capital estimation, budgeting and project management; and

 

Whereas, The audit contains recommendations for changes and modifications to City policies, procedures and documents relating to the City’s large-scale capital projects; and

 

Whereas, The Common Council finds that, by implementing these recommendations, policymakers and the public will receive more timely and accurate information relating to the costs of the City’s large-scale capital projects; now, therefore, be it          

 

Resolved, By the Common Council of the City of Milwaukee, that a large scale capital project is defined for the purpose of this resolution as a capital project whose components total at least at least $2 million in total funding (grantor- and city-share); and, be it

 

Further Resolved, That the Budget and Management’s Division’s annual Plan and Budget Summary shall include a table clearly identifying all large scale capital projects and all funding sources associated with the projects, including grant and enterprise funds; and, be it

 

Further Resolved, That the Department of Administration is directed to amend the City’s Capital Guidelines to comply with s. 304-81 of the Milwaukee Code and Article IV, Section 1 of the Milwaukee Common Council Procedure and Rules within 3 months after the passage of this resolution; and, be it

 

Further Resolved, That the Department of Administration is directed to amend the City’s Capital Guidelines reporting standards for departments with large-scale  capital projects to include the attached Department of Public Works  “Flow Sheet for State/Federal Aid Projects Preliminary Engineering and Construction” in the guidelines; and, be it

 

Further Resolved, That the Department of Administration is directed to provide the Common Council with quarterly reports for large-scale capital projects meeting the large-scale capital project criteria as identified through pre-engineering or funding approval files previously approved by the Common Council, and the reports shall include the following:

 

1.                           An analysis of the project’s critical path.

2.                     Roll-up reporting of a standard set of accounts.

3.                     Project expenditures to date, percent completed to date, encumbrances and pre-                     encumbrances as well as estimated total project cost at completion and estimated completion date.
