Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $3,738,706.20.  The total estimated cost of these projects is $13,333,047.29.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 23rd St. - W. Ruby Ave. to W. Cornell St. (ST211230105) File Number 221683: Concrete pavement reconstruction, replace all curb and gutter, and driveway approaches, replace sidewalk where necessary, sodding (7’ width of tree border area), tree removal as necessary, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Reconstruction Paving Fund -- $46,590; Nonassessable Reconstruction Paving Fund -- $410,000).  The total estimated cost for this project including the requested amount is $470,000. This project is anticipated to be completed during the 2024 construction season.

 

2nd Aldermanic District

 

Alley betw. W. Congress St., W. Marion St., N. 62nd St., N. 63rd St. (ST212220120) File Number 220993: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund -- $61,040; Nonassessable Alley Paving Fund -- $125,000). The total estimated cost for this project including the requested amount is $335,000. This project is anticipated to be completed during the 2024 construction season.

 

3rd Aldermanic District

 

N. Lake Dr. - E. Newberry Blvd. to E. Edgewood Ave. (ST3201801XX) (2225-15-70) File Number 231444:  Concrete pavement reconstruction, replace all curb and gutter, and driveway approaches, replace sidewalk where necessary, storm sewer, traffic signals, street lighting, on-street protected bike lanes, sodding (varying width of tree border area), and grading.  This project is anticipated to be constructed in the 2024 construction season.

 

Grantor Non-Reimbursable Paving Fund -- $7,862,971.09

Grantor Reimbursable Paving Fund -- $1,179,445.66

City Share Non-Assessable Paving Fund -- $739,537.39

City Share Assessable Paving Fund -- $83,000.00

N. Water St. - E. Brady St. to N. Humboldt Ave. (ST211230140/ST221240701) File Number 230423: Install traffic calming speed table(s). (Assessable Reconstruction Paving Fund -- $48,210; Nonassessable Reconstruction Paving Fund -- $10,590; Traffic Calming Assessment Offset -- $91,200).  The total estimated cost for this project including the requested amount is $160,000. This project is anticipated to be completed during the 2024 construction season.

 

3rd and 4th Aldermanic Districts

 

N. Prospect Ave. - E. Knapp St. to E. Ivanhoe Pl. (ST211230124/ST221240702) File Number 230576: Install traffic calming speed table(s) and bump out(s). (Assessable Reconstruction Paving Fund -- $118,545; Nonassessable Reconstruction Paving Fund -- $10,000; Traffic Calming Assessment Offset -- $186,455). The total estimated cost for this project including the requested amount is $350,000. This project is anticipated to be completed during the 2024 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects N. 23rd St. (ST211230105), Alley betw. W. Congress (ST212220120), N. Lake Dr. (ST3201801XX), N. Water St. (ST211230140), N. Prospect Ave. (ST211230124) will be billed after January 1, 2026, but not before 12 months after the project contract has been completed.
