Title
Substitute resolution amending Common Council Resolution File Number 201519 relating to the MPD Diversion Task Force.
Analysis
This resolution amends Common Council Resolution File Number 210519, adopted on March 23, 2021, as follows:
• Changes the Task Force’s name to Community Intervention Task Force.
• Adds a Task Force member from the community with extensive violence prevention experience to be appointed by the Common Council President.
• Directs that the master plan developed by the Task Force include recommendations on how to ameliorate the circumstances that often lead to emergency calls for service stemming from mental health, substance abuse and homelessness, with a goal of reducing the need in the community for these types of emergency services.
• Extends the deadline for presenting the master plan to the Common Council from September 30, 2021, to April 30, 2022.
Body
Whereas, Common Council adopted Resolution File Number 200632 on October 13, 2020, directing the Fire and Police Commission and the Health Department to collaborate with the Police Department and the Fire Department to develop an interim master plan for responding to calls for service that do not involve a threat to public safety, particularly for those involving persons experiencing mental health, substance abuse or homelessness crises, with trained, unarmed first responders; and
Whereas, Common Council adopted Resolution File Number 201519 on March 23, 2021, creating a MPD Diversion Task Force to develop a master plan for responding to calls for service that do not involve threats to public safety; and
Whereas, File Number 201519 required the MPD Diversion Task Force to submit a report of its findings and recommendations to the Common Council 6 months after adoption; and
Whereas, The Task Force, after several meetings, has determined more time is needed to develop a master plan for responding to calls for service that do not involve threats to public safety; and
Whereas, The Task Force has also determined renaming the Task Force would more clearly describe its mission; and
Whereas, The Task Force has further determined the quality of the master plan developed would be enhanced by adding a member with extensive sxperience in violence prevention, and by including recommendations on how to ameliorate the circumstances that often lead to emergency calls for service stemming from mental health, substance abuse and homelessness, with a goal of reducing the need in the community for these types of emergency service; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 201519 is amended by replacing the “Resolved” clause with the following:
“Resolved, By the Common Council of the City of Milwaukee, that a Community Intervention Task Force is established; and, be it”
; and, be it
Further Resolved, That Common Council File Number 201519 is amended by adding a 10th item to the list in the first “Further Resolved” clause to read:
“10. One member of the community with extensive experience in violence prevention, to be appointed by the Common Council President.”

Further Resolved, That Common Council File Number 201519 is amended by replacing the fourth “Further Resolved” clause with the following:
“Further Resolved, That the Community Intervention Task Force shall submit a report to the Common Council of its findings and recommendations no later than April 30, 2022; and, be it”

Further Resolved, That Common Council File Number 201519 is amended by adding a final “Further Resolved” clause to read:
“Further Resolved, That the master plan developed by Community Intervention Task Force shall include recommendations on how to ameliorate the circumstances that often lead to emergency calls for service stemming from mental health, substance abuse and homelessness, with a goal of reducing the need in the community for these types of emergency services.”
