Analysis

This resolution authorizes the Commissioner of Public Works to issue a Request for Proposals for the city’s citation processing/collection services and cash management/information services and enter into a contract with the winning vendor

 

Body

 

Whereas, The City’s current contract with Professional Account Management for the City’s processing/collection services and cash management/information services expires on May 4, 2008; and

 

Whereas, The Common Council adopted File Number 061575 on April 17, 2007, a resolution authorizing the Commissioner of Public Works to develop a Request for Proposal to contract for the City’s processing/collection services and cash management/information services, and to submit the Request for Proposal to the Common Council for review and approval prior to soliciting proposals; and

 

Whereas, Furthermore, it was determined to be beneficial for the Common Council to review and approve the Request for Proposal to ensure that the recommendations of the Outstanding Debt Task Force are included in the document; and

 

Whereas, Once the Request for Proposal has been approved by the Common Council, the Commissioner of Public Works is authorized to solicit proposals and after reviewing all the proposals received, enter into a contract with the winning vendor; and

 

Whereas, The Common Council adopted File Number 071061 on December 11, 2007 authorizing the Commissioner of Public Works to enter into a professional services contract with a consultant to develop the Request for Proposals; and

 

Whereas, The Department of Public Works entered into a contract with Performance Management Partners to develop, issue and evaluate the Request for Proposals; and

 

Whereas, It is the Department of Public Works’ intent to receive Common Council approval to issue the Request for Proposals in April, receive responses in May and enter into contracts by the end of June, 2008; and

 

Whereas, The Department of Public Works must plan for every scenario for an efficient and effective transition should the contractor change after the competitive Request for Proposals process; and

 

Whereas, The Common Council adopted File Number 071250 on February, 5, 2008, authorizing the Commissioner of Public Works to extend the expiration of the current contract from May 4, 2008, to January 12, 2009, under the same terms and conditions if the contract or a portion of the contract is not awarded to the current contractor, or to extend the expiration of the contract or a portion of the contract to the contract effective date if the contract is awarded to the current contractor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to issue a Request for Proposals for citation processing/collection services and cash management/information services that is substantially in the same form as the draft Request for Proposal attached to this file; and, be it

 

Further Resolved, The Commissioner of Public Works is authorized to enter into contracts with the winning vendors.
