Resolution authorizing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation for the funding of the installation and modifications of traffic control signals and signs in the area of West Wisconsin Avenue to West Walnut Street and North 7th Street to North 13th Street and adjoining streets in conjunction with Marquette Interchange Reconstruction. (Infrastructure Services Division)

Analysis

This resolution authorizes the Commissioner of Public Works to install and modify signals and signs in the area bounded by West Wisconsin Avenue, West Walnut Street, North 7th Street and North 12th Street and adjoining streets in conjunction with the next stage of reconstruction of the Marquette Interchange known as the North Contract.  Funding for the construction of these improvements is to be provided by the Wisconsin Department of Transportation under the Federally funded State Highway Improvement Program as part of the interchange project.

Body

Whereas, The Wisconsin Department of Transportation is reconstructing the Marquette Interchange of IH 94, USH 41, IH 43, and IH 794 under the State Highway Improvement Program; and

 

Whereas, The Interchange reconstruction project provides cost participation for the modifications for the traffic signals and traffic signs; and

 

Whereas, The total estimated cost of modifications of the traffic signals and traffic signs included as part of this project is $276,695.09; and

 

Whereas, A maximum of ten percent of the participating project cost, or $27,669.51 is non-reimbursable and is included in the Division's 2004 Capital Purpose Account, Project/Grant Number ST320040000; and

 

Whereas, A minimum of ninety percent of the participating cost, or $249,025.58, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2004 Capital Grant and Aid Projects Account, Project/Grant Number SP032040100; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works be and hereby is authorized and directed to execute a contract with the Wisconsin Department of Transportation pertaining to the cost participation for the installation and modification of traffic control signals and signs, in conjunction with the reconstruction of the Marquette Interchange, in the area bounded by West Wisconsin Avenue, West Walnut Street, North 7th Street and North 13th Street and adjoining streets with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to Common Council Resolution File Number 040154, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, the Commissioner of Public Works is authorized and directed to install and modify traffic control signals and traffic signs in conjunction with the paving of these Federal/State aided highway improvements; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
