Title
Resolution relative to the application, acceptance, and funding of a Hawthorn Glen grant, from the State of Wisconsin, Department of Natural Resources, and authorizing a sub-grant to Milwaukee Public Schools, Department of Recreation and Community Services for improvements at Hawthorn Glen Outdoor Education and Nature Center.
Analysis
This resolution authorizes the Department of Public Works/Facilities Development and Management to apply for, accept and fund a grant from the State of Wisconsin, Department of Natural Resources, in the amount of $140,000. The purpose of this grant is to make improvements to the existing Hawthorn Glen Outdoor Education and Nature Center.
Body
Whereas, It would appear that the City of Milwaukee is eligible to apply for grant funds from the State of Wisconsin, Department of Natural Resources; and
Whereas, It would appear that City involvement in this grant would result in the following benefits to the City:
• Renovation of the existing trails to stabilize deterioration, preserve history and increase accessibility.
• Securing of financial assistance to preserve a valuable outdoor educational center; and
Whereas, The operation of this grant from October 1, 2010, to September 30, 2011, and would cost $280,000 of which $140,000 (50%) would be provided by the grantor and sub-granted by the City of Milwaukee to Milwaukee Public Schools, Department of Recreation and Community Services and $140,000 (50%) would be provided by the Milwaukee Public Schools, Department of Recreation and Community Services; and
Whereas, Milwaukee Public Schools, Department of Recreation and Community Services has budgeted and will make expenditures that are eligible and appropriate as the local match; and
Whereas, The City of Milwaukee, by sub-granting 100% of these grant funds to Milwaukee Public Schools, Department of Recreation and Community Services will be helping to improve the existing Hawthorn Glen Outdoor Education and Nature Center; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Department of Natural resources is authorized and the Department of Public Works/Facilities Development and Management shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Capital Project/Grant Parent Account of the 2010 Special Revenue Grant, fund the following amounts for the project/program titled: Hawthorn Glen

Further Resolved, That these funds are budgeted for the Department of Public Works/Facilities Development and Management which is authorized to:
1. Expend from the amount budgeted for specific purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10% and, be it
Further Resolved, That these funds are budgeted for the Department of Public Works/Facilities Development and Management which is authorized to;
1. Sub-grant the funds to the Milwaukee Public Schools, Department of Recreation and Community Services
2. Require timely cost and progress reports from the Milwaukee Public Schools, Department of Recreation and Community Services
