Title

Resolution authorizing the Commissioner of Public Works to implement partial closure of North Servite Drive on a trial basis. (Infrastructure Services Division)

Analysis

This Resolution would authorize the Commissioner of Public Works to install a partial roadway closure in the 8600 block of North Servite Drive, immediately south of commercial areas adjacent to West Brown Deer Road.  Traffic would be limited to the northbound direction through this partial closure, which would reduce the amount of arterial traffic intruding into the adjoining residential area.  The closure would be implemented on a temporary basis to fully evaluate the impacts of the resulting change in traffic pattern on vehicular and pedestrian traffic operation and safety, and land use access in the area.

Body

Whereas, The orientation of North Servite Drive to the North 76th Street/West Dean Road intersection and the North 76th Street interchange with West Brown Deer Road promotes use of this roadway as a means of avoiding congestion on arterial roadways in the area; and

Whereas, This roadway also serves as a shortcut for motorists to access large commercial land uses adjacent to both North 76th Street and West Brown Deer Road; and

Whereas, Traffic volume has grown on North Servite Drive to levels typical of arterial roadways and further commercial development in the area is anticipated to produce further traffic growth on this roadway; and

Whereas, Land use adjoining North Servite Drive is primarily residential; and

Whereas, The roadway was designed primarily to support local traffic generated by the adjoining residential area and current operating characteristics are not consistent with the use for which the roadway was designed; and

Whereas, Shopping-related and through traffic intrusion into this residential district can be reduced by restricting access to North Servite Drive only to northbound traffic exiting the residential area immediately south of the West Brown Deer Road commercial area; and

Whereas, The partial road closure necessary to implement the traffic restriction can be deployed on a trial basis to fully evaluate the impact of this traffic pattern change prior to construction of permanent measures; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to close a portion of the 8600 block of North Servite Drive to southbound traffic on a trial basis to fully evaluate the impacts of the traffic pattern change on both traffic operation and safety in the area, as well as the effects of the change on area accessibility.
