Resolution authorizing the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for the development of a citywide Safe Routes to School policy plan which will have a total estimated cost of $318,000, with a grantor share of $254,400 and an estimated City share of $63,600.
Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for the development of a citywide Safe Routes to School policy plan. This includes reviewing current City and Milwaukee Public Schools policies and practices in order to form global policy, funding, staffing and implementation recommendations to better support and enhance Safe Routes to School. Furthermore, school specific Safe Routes to School plans will be developed for a number of schools, which will serve as models to develop additional school-specific Safe Routes to School plans in the future. This project will have a total estimated cost of $318,000, with a grantor share of $254,400 and an estimated City share of $63,600.

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with a State Municipal Agreement to be executed by the City of Milwaukee, for the development of a citywide Safe Routes to School policy plan and school-specific Safe Routes to School plans for a number of schools yet to be determined; and
Whereas, The Wisconsin Department of Transportation has submitted a State Municipal Agreement for execution by the City of Milwaukee for the design of:

; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a State Municipal Agreement for the programming and design of the aforementioned project with Transportation Alternative Program funds, a copy of which is attached to and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake the above-mentioned project which is anticipated to begin in 2016 and to reimburse WISDOT for costs they incur for the improvements; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for the project and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
