Title
Substitute resolution relative to acceptance and funding of the 2023-2027 Lead Hazard Reduction & Healthy Homes grant from the U.S. Department of Housing & Urban Development.
Analysis
Substitute resolution authorizes the Health Department to accept, and fund the 2023-27 Lead Hazard Reduction and Healthy Homes grant from the U.S. Department of Housing & Urban Development in the amount of $6,861,345 with a City share of $1,161,345 and a grantor share of $5,700,000. The funding will provide for lead hazard reduction work at least 273 eligible housing units, and supplemental health improvements at at least 120 of those units, as well as training and client/household support for families receiving lead hazard reduction services.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing & Urban Development to perform lead hazard reduction work on eligible residential properties, including supplemental health improvements, training, and client/household support for families receiving lead hazard reduction services; and
Whereas, The operation of this grant program from December 1, 2023 to December 1, 2027 will cost $6,861,345 comprised of $5,700,000, or 83%, grantor share and $1,161,345 or 17%, City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2023 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2023-2027 HUD Lead Hazard Reduction:

2. Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement
3. Establish the necessary City Share Project Values; and be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2023 grant budget funds for specific items of equipment; and,
3. Expend from the 2023 grant budget funds for training and out-of-town travel by departmental staff; and,
Further Resolved, That the Common Council directs that the 2024 Positions Ordinance C.C. File Number 230641, should be amended as follows:
