Resolution approving a Preliminary Intergovernmental Cooperation Agreement between the City of Glendale and the City of Milwaukee regarding Glendale's proposed West Silver Spring Drive improvement project. (DPW)
ANLS:
- ANALYSIS - This resolution authorizes the appropriate City officials to execute an agreement between the City of Milwaukee and the City of Glendale. The agreement outlines what each community would be expected to do in implementing Glendale's West Silver Spring Drive improvement project. In general, Glendale will take the lead on the project and will assume the vast majority of project costs. Some of the improvements will be within the corporate limits of Milwaukee. The City's role will be to provide coordinated infrastructure adjustments and services during the course of construction. Subsequent agreements between the two cities will be required to complete and maintain the improvements. One such agreement will obligate Glendale to maintain certain specialty improvements that would be constructed within Milwaukee. Subject agreement authorizes the Commissioner of Public Works to enter into the required subsequent agreements.
 
 
BODY:
Whereas, The City of Glendale wishes to make a variety of improvements to West Silver Spring Drive between North 13th and North 27th Streets; and
 
Whereas, A small portion of the project area lies within the City of Milwaukee; and
 
Whereas, Glendale officials have approached the City of Milwaukee requesting cooperation in coordinating the proposed project with related adjustments in Milwaukee facilities; and
 
Whereas, Glendale has offered to improve a section of West Silver Spring Drive located within Milwaukee at no cost to the City of Milwaukee; and
 
Whereas, Glendale has offered to work with the Wisconsin Department of Transportation to complete improvements to the Green Bay Avenue bridge over West Silver Spring Drive including improvements to the portion of the bridge within Milwaukee at no cost to the City of Milwaukee; and
 
Whereas, Glendale has offered to maintain certain specialty intersection and median improvements that would, in part, be located within Milwaukee at no cost to the City of Milwaukee; and
 
Whereas, The total investment by Glendale including road improvements and site assembly for redevelopment projects along the improved street is expected to exceed $20 million; and
 
Whereas, The required infrastructure adjustments within Milwaukee can be performed by Department of Public Works staff; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the appropriate City officials are authorized and directed to enter into the Preliminary Intergovernmental Cooperation Agreement between the City of Milwaukee and the City of Glendale, a copy of which is attached to this file; and, be it
 
Further Resolved, That the Commissioner of Public Works is authorized to make minor, non-substantive changes to the agreement prior to its execution; and, be it
 
Further Resolved, That the Commissioner of Public Works is authorized to enter into subsequent agreements needed to carry out the intent of this resolution and as envisioned by the Preliminary Intergovernmental Cooperation Agreement.
