Title
A substitute ordinance to further amend the 2025 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration (Office of the Director, Budget and Management Division, Information and Technology Management Division), City Attorney’s Office, Department of Emergency Communications, Employes’ Retirement System, Fire and Police Commission, Fire Department, Department of Neighborhood Services, Police Department

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2025 - March 16, 2025):
Under Part 1, delete the title of “Special Deputy City Attorney” from the list of titles that exceed that of the mayor.
Part 2. Part 1, Section 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2024 - April 28, 2024):
Under Pay Range 1JX, add footnote designation (12) to the title of “Chief Equity Officer” and add new footnote (12) to read as follows:

Annual 97,065.80
Under Pay Range 1NX, add footnote designation (9) to the titles of “Budget and Fiscal Policy Operations Manager” and “Fire and Police Commission Deputy Director”, add footnote designation (10) to the title of “City Clerk”, and add new footnotes (9) and (10) to read as follows:

Part 3. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2024 - April 14, 2024):
Under Pay Range 2JX, delete the title of “Community Relations and Engagement Manager (3)”.
Part 4. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2025 - September 28, 2025):
Under Pay Range 2PX, amend footnote (3) to read as follows:

Part 5. Part 1, Section 4 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2024 - June 23, 2024):
Under Section 4, add the heading “Pay Range 4GN-831D” after the pay range “Pay Range 4GN-831”.
Part 6. Part 1, Section 7 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 7HN, add footnote designation (9) to the title of “Special Enforcement Inspector 1 (4)”.
Part 7. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 8. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 9. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2024 (April 14, 2024).
Part 10. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2024 (April 28, 2024).
Part 11. The provisions of Parts 5 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2024 (June 23, 2024).
Part 12. The provisions of Part 1 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2025 (March 26, 2025).
Part 13. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2025 (September 28, 2025).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 14. This ordinance will take effect and be in force from and after its passage and publication.
