Title
A substitute ordinance to further amend the 2026 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of City Development, Comptroller, Department of Employee Relations, Municipal Court, Police Department, Department of Public Works - Infrastructure Services Division (Transportation Infrastructure Decision Unit), Department of Public Works - Operations Division (Fleet Services Section)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows:
Under Police Department, add new footnote (FF) to read:
(FF) FY25 COPS Hiring Program Grant: Position authority for 50 grant funded police officer positions to expire on 9/30/2030 unless the FY25 COPS Hiring Program grant is extended and maintained for a period of not less than 12 months following the end of the grant, unless the COPS Hiring Grant is extended.
Under Assigned As Needed Within Decision Unit, add fifty positions of “Police Officer (FF)”.
Part 2. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Department of City Development, Public Housing Programs Decision Unit, Family Housing Unit, delete two positions of “Facilities Maintenance Mechanic (X)” and add two positions of “HVAC Maintenance Technician 1 (X)”.
Under Elderly and Disabled Housing, delete one position of “Facilities Maintenance Mechanic (X)” and add one position of “HVAC Maintenance Technician 1 (X)”.
Part 3. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2025 - December 22, 2024):
Under Department of Public Works - Operations Division, Fleet Services Section, Training and Investigation, delete ten positions of “Equipment Operator 1” and add ten positions of “Equipment Operator 3”.
Under Dispatch Operations, delete forty-four positions of “Equipment Operator 1” and add forty-four positions of “Equipment Operator 3”.
Under One Milwaukee Demolition, delete four positions of “Equipment Operator 1” and add four positions of “Equipment Operator 3”.
Part 4. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2026 - December 21, 2025):
Under Comptroller, Payroll Administration Division, delete one position of “Time and Attendance Payroll Administrator Lead” and add one position of “Time Tracking Lead”.
Part 5. Part 1, Section 1 of ordinance File Number 250699 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2026 - January 18, 2026):
Under Comptroller, Payroll Administration Division, delete one position of “Accountant Lead” and add one position of “City Payroll Specialist - Lead”.
Under Department of Employee Relations, Operations Division, Compensation and Pay Administration, delete one position of “Human Resources Representative” and add one position of “Compensation Analytics Specialist - Lead”, delete one position of “Human Resources Assistant” and add one position of “Compensation Analytics Specialist”.
Under Municipal Court, Court Alternative Services, delete two positions of “Court Case Manager” and add two positions of “Court Caseworker”.
Under Department of Public Works - Infrastructure Services Division, Transportation Infrastructure Decision Unit, Planning and Project Development, delete one position of “Mobility Coordinator” and add one position of “Transportation Mobility Coordinator”.
Part 6. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 7. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 8. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2025 (December 22, 2024).
Part 9. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2026 (December 21, 2025).
Part 10. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2026 (January 18, 2026).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 11. This ordinance will take effect and be in force from and after its passage and publication.
