Title
Resolution approving the 2010/11 Intergovernmental Agreement for School Security Program between the City and the Milwaukee Board of School Directors.
Analysis
This resolution approves an Intergovernmental Agreement for School Security Program ("Agreement") between the City and the Milwaukee Board of School Directors ("Board"). Under this Agreement, the Milwaukee Police Department shall assign 10 officers to work as School Resource Officers ("SROs") in the School Security Program on a full-time basis during the 2010/11 school year beginning 09/01/10 and ending 06/13/11.
Two SROs shall be assigned to each of the following 5 schools: Lynde and Harry Bradley Technology and Trade School, Custer High School/Lady Pitts, Hamilton High School, Pulaski High School and Vincent High School.
The Board shall reimburse the City for actual salaries, fringe benefits, and overtime, plus indirect costs, of 5 of the SROs. In no event shall the Board be liable for costs exceeding $375,000 per school year.
Body
Whereas, The Board and City both qualify as "municipalities" authorized to enter into contracts for the receipt or furnishing of services pursuant to s. 66.0301, Wis. Stats.; and
Whereas, The Board and the City are dedicated to establishing and maintaining a positive partnership that promotes prevention, intervention, education and enforcement as a means of improving the safety and security in and around Milwaukee Public Schools for staff, students, parents and the community; and
Whereas, On February 6, 2007, the Common Council adopted Resolution File Number 061071, approving pilot program Agreements between the Board and the City whereby 2 School Resource Officers ("SROs") were assigned to the Lynde and Harry Bradley Technology and Trade School and 2 SROs were assigned to the schools comprising the "Custer Cluster" - Custer High School/Lady Pitts, Edison Middle School, Thurston Woods Elementary School and 35th Street Elementary School - during the second semester of the 2006-2007 school year; and
Whereas, Resolution File Number 071320 approved extensions to both Agreements under the same terms and conditions to cover the first semester of the 2007-2008 school year; and
Whereas, Based on the success of the pilot program, Resolution File Number 071024 approved an Agreement whereby the total number of SROs was increased from 4 to 10, with 2 SROs assigned to each of the following 5 schools: Lynde and Harry Bradley Technology and Trade School, Custer High School/Lady Pitts, Hamilton High School, Pulaski High School and Vincent High School for the second semester of the 2007-2008 school year and the first semester of the 2008-2009 school year; and
Whereas, Resolution File Number 090594 approved an extension to the SROs assigned to the same 5 schools for the second semester of the 2008-2009 school year and the full 2009-2010 school year; and
Whereas, The School Security Program appears to have resulted in fewer pupils being suspended, fewer calls for police services and a reduced need for after-school patrols at the schools served by the program, and has received positive feedback from principals, students, staff and community-based organizations; and
Whereas, The Board and the City wish to enter into a new Agreement for the SROs assigned to the same 5 schools which will cover the 2010/11 school year beginning 09/01/10 and ending 06/13/11; and
Whereas, As with the prior Agreement, each party shall assume the costs associated with 5 SROs; the Board shall pay the City a sum sufficient to pay the costs of the actual salaries, fringe benefits, and overtime, plus indirect costs, of 5 of the SROs assigned to work on school security on a full-time basis under this Agreement, not to exceed $375,000 per school year; and
Whereas, This Agreement shall terminate at the end of the last regularly scheduled school day of the 2010-11 school year that being 06/13/11; however, this Agreement may be terminated by either party for convenience upon 90 days written notice to the other party; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Agreement for School Security Program Between the Milwaukee Board of School Directors and the City of Milwaukee is approved; and, be it
Further Resolved, That the proper City officers are authorized to execute the Agreement with the Board, a copy of which is attached to this file; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2010 Special Revenue-Grant and Aid Projects Fund, the following amount for the school security program:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement;
Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department, which is authorized to:
1. Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget and incur costs consistent with the award date.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.
