Title

Resolution directing the Commissioner of Public Works to execute a 2nd Revision State/Municipal Agreement with the Wisconsin Department of Transportation to fund design, construction, and procurement costs for the Bike Share Phase 2 project.

Analysis

This resolution directs the Commissioner of Public Works to execute a 2nd Revision State/Municipal Agreement with the Wisconsin Department of Transportation for the design, construction, and procurement of Bike Share Phase 2.  The State/Municipal Agreement provides for 80 percent Federal and State aid and 20 percent local cost sharing.  The revised total estimated cost of this project is $1,900,900 with a grantor share of $1,519,992 and a City share of $380,998.  This resolution also directs the City Comptroller to transfer funds from design to procurement at a new estimated procurement cost of $1,724,155.73 with an estimated City share of $339,074 and a grantor share of $1,385,081.73, and a new estimated design cost of $100,872.23 with an estimated City share of $26,731.79 and a grantor share of $74,140.44.

 

Body

Whereas, Project agreements have been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the Bike Share Phase 2 project under the 2016-2020 Congestion Mitigation Air Quality program; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee of project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized to execute the 2nd Revision State/Municipal Agreement with the Wisconsin Department of Transportation for the design, construction, and procurement of the aforementioned Bike Share Phase 2 project with Federal and/or State aid, copies of which are attached to Common Council Resolution File Number 230602, and are incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for design, construction, and procurement for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
