Title

Resolution directing the Departments of City Development and Public Works to prepare a Complete Streets and traffic-calming plan for a portion of W. Highland Boulevard with funding from American Rescue Plan Act resources allocated for the mitigation of reckless driving.

Analysis

This resolution directs the Department of Public Works and the Department of City Development to investigate the implementation of a complete street and traffic-calming plan for W. Highland Boulevard from N. 27th Street to N. 35th Street to provide one travel lane, one parking lane, and protected bicycle lanes in each direction.  The departments will also determine appropriate traffic-calming measures to ensure that average vehicle speeds are maintained at or below 25 mph, and appropriate storm water detention facilities are installed.  Improvements will be financed with American Rescue Plan Act funds which were appropriated for reckless driving mitigation.  The departments shall report to the Common Council by January 31, 2022.

 

Whereas, Reckless driving in the city has created significant risks to the health and safety of the community; and

 

Whereas, The City of Milwaukee recognizes a need for taking a proactive and prevention-oriented approach to decrease the number of reckless driving incidents; and

 

Whereas, The Common Council adopted Resolution File Number 181420 on January 14, 2019, creating a City-County Carjacking and Reckless Driving Task Force, which issued its final report and recommendations in June, 2020; and

 

Whereas, The City of Milwaukee’s Complete Streets Policy, adopted by Common Council File 180922 on October 16, 2018, supports facilities that maximize safety and comfort for all users, of all ages and abilities, whether walking, using mobility aids, bicycling, riding public transportation, or driving motor vehicles; and

 

Whereas, Common Council File Number 210745, adopted September 21, 2021, authorized the expenditure of $6,000,000 of American Rescue Plan Act funds by the Department of Public Works for the mitigation of reckless driving; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works and the Department of City Development are directed investigate the implementation of a complete street and traffic-calming plan for W. Highland Boulevard from N. 27th Street to N. 35th Street to provide one travel lane, one parking lane, and protected bicycle lanes in each direction; and, be it

 

Further Resolved, That the departments shall also determine appropriate traffic-calming measures to ensure that average vehicle speeds are maintained at or below 25 mph, and that appropriate storm water detention facilities are installed; and, be it

 

Further Resolved, That improvements will be financed with American Rescue Plan Act funds which were appropriated for reckless driving mitigation; and, be it

 

Further Resolved, That the departments shall provide a report to the Common Council by January 31, 2022.
