This resolution establishes policies on electronic access to city records and information. The policies deal with 3 areas:
 
1. Providing electronic access to government information as is practical and efficient.
 
2. Designing city information systems so that electronic public access to information is supported in a cost-effective and efficient manner.
 
3. Protecting the privacy of Milwaukee citizens and the security of city information systems.
BODY:
Whereas, One of the duties of the City's Information Policy Committee, pursuant to s. 320-31-2, Milwaukee Code, is to formulate public policy guidelines for electronic access to city records and information for Milwaukee citizens in a practical and efficient manner; and
 
Whereas, The Information Policy Committee has prepared guidelines addressing this matter for approval by the Common Council; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that guidelines for electronic access to city records and information submitted by the Information Policy Committee are approved and incorporated as part of this resolution: .nf

PREAMBLE: The City of Milwaukee supports and abides by the Wisconsin Open Records Law, which provides specific definitions of, and guidelines for responding to public records requests. Within this context, the City of Milwaukee wishes to provide electronic access to records and information to its citizens, in a practical and efficient manner.
 
POLICY 1. ACCESS
 
The City of Milwaukee will provide its citizens electronic access to government information, as is practical and efficient.
 
This means:
 
a. City departments will make available for electronic access, selected information for which they are responsible, and which is pertinent to the public interest.
 
b. City departments should provide electronic access to information that is based on current data, but the City does not guarantee the reliability of any information provided.
 
c. City departments will make reasonable efforts to provide electronic access to information, but will also determine what is cost-effective and practical for them to provide.
 
POLICY 2. DESIGN
 
The City of Milwaukee will design its information systems so that electronic public access to information is supported in a cost-effective and efficient manner.
 
This means:
 
a. The City's information systems should be designed and built with the recognition that public information may be extracted from them, as deemed appropriate, practical and efficient by the responsible departments.
 
b. By supporting public access to information, departments should strive to provide better service and make their operations more efficient.
 
c. Appropriate electronic public access to information will be defined by departments, with input from users, in light of state statutes.
 
POLICY 3. PRIVACY AND SECURITY
 
The City of Milwaukee will protect the privacy rights of its citizens, and the security of its information systems.
 
This means:
 
a. Sensitive information about citizens will not generally be made available.
 
b. Public records requests will be responded to within the bounds of the Wisconsin Open Records Law, and custodians will balance the public interest in disclosure or nondisclosure of specific records and information.
 
c. The City will protect its information system from unauthorized access or use, consistent with the City of Milwaukee Information Security Policies and Standards.
