Title:
Resolution relative to application, acceptance and funding of a Homeland Security/Law Enforcement Terrorism Prevention Program Terrorism Early Warning System Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Homeland Security/LETPP Terrorism Early Warning System (TEWS) Grant from the US Department of Homeland Security, through the State of Wisconsin, Office of Justice Assistance in the amount of $100,300 with a city share of $0 and a grantor share of $100,300. The purpose of this project is for the initial establishment of a Milwaukee TEWS Center that will be a multi-disciplinary, all hazards and an all crimes center.

Whereas, Under CFDA 97.004, the City of Milwaukee appears to be eligible for grant funds from the US Department of Homeland Security, through the State of Wisconsin, Office of Justice Assistance; and
Whereas, The operation of this grant from 01/01/06 to 10/31/06 would cost $100,300, which would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2006 Special Revenue-Grant and
Aid Projects, the following amount for the program titled: Homeland Security/LETPP Terrorism
Early Warning System Grant;

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these
Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur
costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific
purpose does not exceed the amount authorized by the budget by 10 percent.
