Resolution expressing the City of Milwaukee’s support for the Milwaukee Gateway Aerotropolis collaborative planning efforts.
Analysis
This resolution expresses the City of Milwaukee’s support for the creation and operation of a non-profit organization, the Milwaukee Gateway Aerotropolis Corporation, which will work to coordinate the planning and development of a Milwaukee Aerotropolis in the vicinity of General Mitchell International Airport. It further endorses the Vision Statement, Mission Statement, Goals and Founding Principles of the Aerotropolis and directs the proper City officials to provide whatever assistance is needed to create and implement the Aerotropolis Corporation.
Body
Whereas, The City of Milwaukee, through its Department of City Development and other City departments and agencies, conducts land-use planning and economic development activities intended to promote business development, job retention and creation, and sound land-use planning throughout Milwaukee, including the area surrounding General Mitchell International Airport (“GMIA”); and
Whereas, The Airport Area Economic Development Task Force (“AAEDTF”), which shares these goals and objectives and includes representatives from area local governments (Cudahy, Franklin, Greendale, Greenfield, Milwaukee, Oak Creek, St. Francis and South Milwaukee), Milwaukee County, GMIA, the Port of Milwaukee, the State of Wisconsin, the federal government and various business and economic development organizations, held its first meeting in March, 2008, at the initiative of Milwaukee Alderman Terry L. Witkowski, in cooperation with Cudahy Mayor Ryan McCue, Franklin Mayor Tom Taylor, Greendale Village President John Hermes, Greenfield Mayor Michael Neitzke, Oak Creek Mayor Dick Bolender, St. Francis Mayor Al Richards and South Milwaukee Mayor Thomas Zepecki; and
Whereas, The University of Wisconsin-Milwaukee provided staff support and technical assistance for visioning and initial strategic planning for the AAEDTF, as well as for collaborative planning efforts and development standards for the areas surrounding GMIA; and
Whereas, The Southeastern Wisconsin Regional Planning Commission, GMIA and each of municipalities listed above participated in a review of local land use and area plans for the GMIA area in a session conducted in September, 2008, for the purpose of improving coordination among the various individual plans; and
Whereas, Attendees at a July, 2009, meeting of the AAEDTF passed, by unanimous vote, a motion to examine the potential for creating a s. 501(c)(3) non-profit organization or other appropriate entity to carry out the work of the AAEDTF on behalf of participating local governments and other governmental entities; and
Whereas, An AAEDTF subcommittee established to explore the creation of this organization reported its findings to the AAEDTF in September, 2009, at which time the AAEDTF also adopted, by unanimous vote, the Vision Statement, Mission Statement, Goals and Founding Principles of the Milwaukee Gateway Aerotropolis, a copy of which is attached to this file; and
Whereas, The AAEDTF also recommends the creation of the Milwaukee Gateway Aerotropolis Corporation (“Corporation”) as a Wisconsin nonstock corporation organized and operated exclusively for charitable and educational purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986, as amended, specifically to lessen the burdens of its members governments with respect to the planning and development of a new Milwaukee Aerotropolis by coordinating the planning and development efforts of the various local governments and regional planning organizations, such as the Southeastern Wisconsin Regional Planning Commission; and
Whereas, The proposed Corporation will:
1. Conduct studies and evaluations on behalf of its member governments and organizations regarding the development of the Milwaukee Aerotropolis.
2. Make the results of these studies and evaluations available to its members and to the general public.
3. Coordinate the planning and development efforts of its member governments and organizations with respect to the Milwaukee Aerotropolis.

Whereas, The proposed Corporation will be structured as a membership organization controlled by its member governments and government instrumentalities, with representation from local business associations as well; and
Whereas, The Airport Gateway Business Association Board of Directors has authorized the appropriation of up to $15,000 to fund start-up costs of the proposed Corporation, and has committed the time of its executive director and staff in support of this initiative; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee supports the organization and operation of a Milwaukee Gateway Aerotropolis Corporation exclusively for charitable and educational purposes within the meaning of s. 501(c)(3) of the Internal Revenue Code of 1986, as amended, specifically for the purpose of lessening the City’s burden of conducting planning and development activities by coordinating the City’s planning and development efforts with respect to the Milwaukee Aerotropolis with those of the Corporation’s other members and other regional planning organizations; and, be it
Further Resolved, That the City of Milwaukee supports the creation of the Corporation as a Wisconsin nonstock corporation and the execution and filing of an Application for Recognition of Exemption with the Internal Revenue Service by any of the members of the Airport Area Economic Development Task Force; and, be it
Further Resolved, That the City of Milwaukee endorses the Vision Statement, Mission Statement, Goals and Founding Principles of the Milwaukee Gateway Aerotropolis, as set forth in the attachment to this file; and, be it
Further Resolved, That the City of Milwaukee supports the Corporation engaging in the following activities:
1. Conducting studies and evaluations on behalf of the Corporation’s member governments and organizations regarding the development of the Milwaukee Aerotropolis.
2. Making the results of these studies and evaluations available to Corporation members and to the general public.
3. Coordinating the planning and development efforts of the Corporation’s member governments and organizations with respect to the Milwaukee Aerotropolis.

Further Resolved, That the proper City officials are authorized and directed to provide assistance, as needed, in the creation of the Milwaukee Gateway Aerotropolis Corporation and in the carrying out of the functions of the Corporation once it is established, including the identification and securing of funding to support the development of the Aerotropolis.
