Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Temporary Assistance to Needy Families Grant project from the State of Wisconsin Division of Health and Family Services in the amount of $101,912 provided by the grantor. The purpose of the grant is to establish and maintain a relationship with the Protect All Kids Coalition to ensure community education and awareness in days, WIC, and schools thus enhancing the immunization knowledge of our community for healthier children, ages birth to 24 months.
 
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services  to establish and maintain a relationship with the Protect All Kids Coalition to ensure community education and awareness in days, WIC, and schools thus enhancing the immunization knowledge of our community for healthier children, ages birth to 24 months; and
 
Whereas, The operation of this grant project from 01/01/02 to 12/31/02 would cost $101,912 provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2002 Special Revenue Grant and Aid Projects, the following amount for the project titled Temporary Assistance to Needy Families:

2.      Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
                  
1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.   Enter into subcontracts and leases as detailed in the grant budget;   
 
3.      Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff; and, be it
 
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance C.C. File Number 010468, should be amended as follows:
 
Add footnote (LL) as follows:
 
To expire 12/31/02 unless the Temporary Assistance to Needy Families Grant, available from the State of Wisconsin Division of Health and Family Services, is extended.  Funds .25 FTE of the Health Access Assistant positions funded by the School-Based Medical Assistance Grant.
