Analysis
This ordinance requires the applicant for a new retail alcohol beverage license to meet in person with a police department community liaison officer or other designee of the chief of police to review the applicant's floor plan and plan of operation and to conduct a crime-prevention through environmental design (CPTED) survey.  The license application will not be scheduled for a licensing committee hearing until the city clerk receives written confirmation from the chief of police that this requirement has been met.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1.  Section 90-5-1.5 of the code is created to read:
90-5.  Licensing.
1.5.  POLICE REVIEW OF FLOOR PLAN, PLAN OF OPERATION AND CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN SURVEY.  Following submission of the floor plan and plan of operation required by s. 90-5-1-c, but prior to the scheduling of a licensing committee hearing under s. 90-5-8-a-2, the applicant for a new Class "A," Class "B" or Class "C" retail license shall meet in person with a police department community liaison officer or other designee of the chief of police to review the floor plan and plan of operation and to conduct a crime prevention through environmental design (CPTED) survey.
Part 2.  Section 90-5-8-a-2-e to g of the code is renumbered 90-5-8-a-2-f to h.
Part 3.  Section 90-5-8-a-2-e of the code is created to read:
8.  COMMITTEE ACTION.
a.  Notice.
a-2-e.  Except for a Class "B" manager's license or Class "C" wholesale license application, certification shall not be made prior to the city clerk's receipt from the chief of police of written confirmation that the applicant has, as required by s. 90-5-1.5, met with a police department community liaison officer or other designee of the chief to review the applicant's floor plan and plan of operation and to conduct a crime prevention through environmental design (CPTED) survey.
 
Part 4. This ordinance shall take effect May 1, 2012.
