Title

Substitute ordinance to further amend the 2007 offices and positions in the City Service under control of the Common Council.

 

Analysis

This substitute ordinance makes positions changes to the following departments:

Department of Administration, Department of City Development, Fire Department, Health Department, Police Department, Port of Milwaukee and Department of Public Works-Parking Fund

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 060494 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2007 - December 31, 2006:

 

Under “Department of Administration, Business Operations Division, Administrative Services”, delete one position of “Office Assistant I” and add one position of “Office Assistant II.”

 

Under “Department of City Development, General Management and Policy Development decision Unit, Office of the Commissioner”, delete one position of “Development Manager (Y)” and add one position of “Youth Development Coordinator (Y).”

 

Under “Department of City Development, Administration and Control Division”, delete one position of “Director of Finance and Administration” and add one position of “Finance and Administration Manager.”

 

Under “Department of City Development, General Accounting”, delete one position of “Lead Accountant TID/BID/Housing Development” and add one position of “Accounting Manager-City Development.”

 

Under “Library, Neighborhood Library and Extension Services Decision Unit”, amend footnote “(E)” to read as follows: “Position authority to expire 6/30/07 unless the Blind and Physically Handicapped Services Grant is extended.”

 

Under “Library, Central Library Decision Unit”, amend footnote “(H)” to read as follows: “To expire 6/30/07 unless the Interlibrary Services Grant, available from the Wisconsin Department of Public Instruction, is extended.  Positions are authorized only as reflected in the grant agreements as approved by the Grantor Agencies.”

 

Under “Police Department, Administration Services Decision Unit, Communications Division”, delete two positions of “Electronic Technician Helper” and add two positions of “Electronic Technician Assistant.”

 

Under “Port of Milwaukee, Administrative Section”, delete one position of “Office Assistant II” and add one position of “Accounting Program Assistant III.”

 

Under “Port of Milwaukee, Operations Division”, delete one position of “Port Operations Assistant Supervisor (X)” and add one position of “Port Facilities Supervisor (X).”

 

Part 2.  Section 1 of ordinance File Number 060494 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Office of the Director”, add footnote designation “(Y)” to one position of “Environmental Sustainability Director.”

 

Under "Department of Administration, Information Technology and Management Division, Citywide Information Systems", amend footnote "(A)" to read as follows: "To expire 12/31/07 unless the Milwaukee County Automated Mapping and Land Information Systems Agreement is extended.  Position is authorized only as reflected in the agreement as approved by the Steering Committee of MCAMLIS."     

 

Under “Fire Department, Supporting Services Decision Unit, Metropolitan Medical Response System Program Grant”, amend footnote “(A)” to read as follows: “To expire 6/30/08 unless the Metropolitan Medical Response System Program Grant is extended.”

 

Under “Health Department, Administration Division, Accounting Section”, add footnote designation “(Y)” to two positions of Administrative Specialist-Senior and one position of  “Management Accountant-Senior.”

 

Under “Health Department, Healthy Behaviors and HealthCare Access Division, Municipal Health Services Program (B)”, delete one position of “Health Center Administrator (X)(B)” and one position of “Health Insurance Specialist (X)(B)” and amend footnote “(B)” to read as follows: “To expire 9/30/07 unless the Municipal Health Services Program Grant is extended”; amend footnote “(U)” to read as follows: “To expire 6/30/07 unless the Breast Cancer Awareness Grant, available for the State of Wisconsin Division of Health and Family Services, is extended.”

 

Under “Health Department, Home Environmental Health Program”, add the title “Lead Hazard Reduction Demonstration Grant - Round 13A (OO)” and add one position of “Lead Project Coordinator (X)(OO)”, two positions of “Lead Risk Assessors II (X)(OO)”, one position of “Program Assistant II (X)(OO)”, one position of “Health Education Assistant (X)(OO)” and one position of “Chemist II (OO)” and add footnote “(OO)” to read as follows: “To expire 12/31/09 unless the Lead Hazard Reduction Demonstration Grant - Round 13A from the U.S. Department of Housing and Urban Development is extended.”

 

Under “Health Department, Disease Control and Prevention Division”, amend footnote “(HH)” to read as follows: “To expire 12/31/07 unless the Hepatitis B Immunization Grant is extended. A portion of the Health Interpreter Aide may be funded by other sources.”

 

Under “Police Department, Administrative Services Decision Unit, Communications Division”, delete one position of “Police Alarm Operator (G)” and add one position of “Police Dispatcher (G).”

 

Under “Department of Public Works, Parking Fund, Parking Administration/Meters”, delete one position of “Parking Operations Assistant” and add one position of “Parking Operations Coordinator.”

 

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2007 (December 31, 2006).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
