This resolution authorizes the City's Department of City Development to apply for, accept and fund a State Historical Society Grant from the State of Wisconsin Historical Society. With funding provided by the Historic Third Ward Association, funds will be used to produce an Historic Third Ward walking tour brochure.

BODY:

Whereas, The City of Milwaukee ("City") appears to be eligible for grant funds from the United States Department of the Interior through the State of Wisconsin Historical Society for a State Historical Society Grant; and

 

Whereas, It would appear that City involvement in this grant and aid program, and more specifically in a grant and project involving Milwaukee's Historic Third Ward, would result in the following major benefit to the City--the development of a comprehensive walking tour brochure of the Historic Third Ward Area; and

 

Whereas, The operation of this project from June 1, 1997 to July 31, 1998 would cost $6,700 of which $3,350 (50 percent) would be provided by the Historic Third Ward Association as an in-kind match and $3,350 (50 percent) would be provided by the Grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that application to the State of Wisconsin Historical Society is authorized and the proper City officials shall accept this Grant without further approval unless the terms of the Grant change as indicated in Common Council File No. 940843 (Grant Ordinance); and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled "State Historical Society Grant Project":

No. 15-010-0101/In-Kind City Share/$3,350

 

No. 15-010-0102/Out-of-Pocket City Share (Current Levy)

 

2. Create a special revenue fund-grant and aid projects and the necessary expenditure and revenue accounts; appropriate to these accounts, the amount required under the Grant Agreement and transfer the corresponding offsetting estimated revenue.

 

3. Establish the necessary grant performance submeasures; and, be it

 

Further Resolved, That these funds are appropriated to the City's Department of City Development; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development is authorized to expend from the amount appropriated, sums for the specified purposes in accordance with the project budget; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development shall have the authority to authorize transfers within the project budget as long as the amount expended for any purpose does not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City, is authorized to enter into subcontracts and leases as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
