Title

Substitute resolution relative to the reallocation of funding from the year 2020 State of Wisconsin Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) (Pub. L. No. 116-136) for Emergency Solutions Grant-CV through the Community Development Grants Administration.

Analysis

This resolution authorizes the Community Development Grants Administration to reallocate State ESG-CV funds initially allocated to Hope House for Homeless Prevention, to other agencies that provide homeless services.

Body

Whereas, the Common Council approved the State ESG-CV funds to Hope House, Inc; and

 

Whereas, Hope House has indicated they will not be able to expend the funds, for Homeless Prevention under the new timeline proposed by the State; and

 

Whereas, CDGA is requesting authorization to reallocated $165,825.89 of State ESG-CV funds from Hope House, Inc; and

 

Whereas, CDGA intends to fund the projects listed in Attachment A, subject to CDGA staff underwriting and review, now therefore, be it

 

Resolved, That the Common Council of the City of Milwaukee hereby approves the reallocation of State ESG-CV from the Hope House, Inc to the agencies list in Attachment A; and, be it

 

Further Resolved, That funded agencies shall submit Budget Amendments and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

 

Further Resolved, that payments for ESG costs incurred shall be paid in accordance with approved ESG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it

 

Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
