Title

Substitute resolution relative to acceptance and funding of the 2025 Newborn Hearing Screening & Intervention grant from the State of Wisconsin Department of Health Services.

 

Analysis

Resolution authorizes the Health Department to accept, and fund the 2025 Wisconsin Sound - Newborn Hearing Screening grant from the Wisconsin Department of Health Services in the amount of $75,000 with a City share of $0 and a grantor share of $75,000. The funding will provide both screening and referral for testing for newborns to assure hearing loss is promptly assessed and families have access to care.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services to provide and refer newborns for hearing screening and related care; and

 

Whereas, The operation of this grant program from January 1, 2025 to June 30, 2025 will cost $75,000 comprised of $75,000 or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2025 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Wisconsin Sound - Newborn Hearing Screening:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

3.                     Expend from the 2025 grant budget funds for training and out-of-town travel by departmental staff; and,
