This resolution authorizes the Milwaukee Public Library to accept a $1,854,368 funding commitment from the federal E-rate program, to purchase the information and communication technology equipment and services approved by the Federal Communications Commission for discounted purchase under this commitment and to apply for additional E-rate program awards in 1999 and beyond. The award amount represents a 90% discount on the equipment and services to which it applies. The equipment and services approved will provide all 13 Milwaukee Public Library locations with high-speed, up-to-date computer and telecommunication technology, including network servers and Internet access.

 

 

BODY:

Whereas, The federal E-rate program, which was created by the 1996 Telecommunications Act, provides funding to libraries and schools to help them make cost-effective use of information technology and telecommunication services, particularly the Internet; and

 

Whereas, In 1998, the Milwaukee Public Library submitted an application for E-rate funding; and

 

Whereas, In January, 1999, the Universal Service Administrative Company (USAC), the non-profit corporation that administers the E-rate program for the Federal Communications Commission, awarded $1,854,368 in E-rate funding to the Milwaukee Public Library for the purchase of high-speed network data lines, high-speed network switch equipment, more powerful network servers and discounted Internet access for all 13 library locations; and

 

Whereas, The Library's E-rate award represents 90% discounts on the market cost of the specified equipment and services; and

 

Whereas, Under the E-rate program, vendors of equipment and services covered by an award bill USAC directly for the non-grantee portion of the costs, meaning that the Library will only be billed for 10% of the total costs of the equipment and services ($2,060,409); and

 

Whereas, This E-rate award represents an excellent opportunity for Milwaukee Public Library to purchase high-speed, up-to-date computer and telecommunication technology at highly-discounted rates; and

 

Whereas, The next step in the E-rate funding process is for the grantee (Milwaukee Public Library) to notify USAC that it is currently receiving, or has already received, equipment and services for which the E-rate discount has been approved, thereby allowing USAC to begin processing invoices from the vendors supplying the discounted equipment and services; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library is authorized to accept a $1,854,368 funding commitment from the federal E-rate program for the purchase of information and communication technology equipment and services approved by the Federal Communications Commission for discounted purchase under this commitment; and, be it

 

Further Resolved, That the Milwaukee Public Library is authorized to purchase the equipment and services covered by this award, to notify the Universal Service Administrative Company of the equipment and services that it is currently receiving or has already received and to take such other actions as may be necessary to complete the acquisition of the equipment and services to which the E-rate award applies; and, be it

 

Further Resolved, That the Milwaukee Public Library is authorized to apply for additional E-rate discounts for the 1999 and future E-rate program funding years.
