Analysis
This resolution appropriates $225,000 from the Harassment Settlement Trust Account in the Permanent Improvement Fund for the purchase of tracking/professional standards software for the Milwaukee Police Department. It further authorizes the Police Department to expend up to the amount appropriated for the purchase of this software in 2005. (The total estimated cost of the software is approximately $500,000; the balance of funding needed will come from a combination of an Asset Forfeiture fund appropriation (by separate resolution) and the transfer of funds from the Department of Administration's Technology Initiative capital account.)
Body
Whereas, The Chief of Police strives to encourage the success of Police Department employees while reducing the Department's liability and risk exposure; and
Whereas, The Chief of Police also seeks to insure supervisory accountability while engaged in the business of protecting the public health, safety and the integrity of civil rights; and
Whereas, To meet these objectives, the Chief of Police has decided to incorporate an innovative advanced computer tracking system into the Department's control systems; and
Whereas, The proposed system would function as a comprehensive performance measurement and management system to provide early intervention and personnel assessment designed to identify possible personnel behavioral problems, and to offer assistance using intervention options to modify problematic behaviors before discipline is required; and
Whereas, Nationally, a number of police departments have invested in computer software programs to track personnel matters in pursuit of such objectives; and
Whereas, There is insufficient funding available in the Milwaukee Police Department's operating budget for the purchase of this software, which has an estimated total cost of $500,000; and
Whereas, Common Council Files 020125 and 020126, both adopted June 25, 2002, authorized the acceptance of contributions from former Mayor John Norquist and his wife, Susan Mudd, in an amount together with the proceeds from the dissolution of the Citizens for Norquist campaign fund, totaling $375,000; and
Whereas, Subsequent to adoption of these resolutions, $375,000 in contributions were received and deposited in a trust account established by the City Comptroller as part of the City's Permanent Improvement Fund and known as the "Harassment Settlement Trust Account"; and
Whereas, Common Council Files 020125 and 020126 provided that the funds deposited in the Harassment Settlement Trust Account shall be available for general City purposes after the Common Council provides the necessary budgetary and expenditure authority; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that $225,000 is appropriated from the Harassment Settlement Trust Account in the Permanent Improvement Fund (Fund 0622 Org 331X Prog 0411 Year 2005 Subcl R999 Account 662201) for the purpose of funding the purchase of a tracking/professional standards software program for the Milwaukee Police Department; and, be it
Further Resolved, That the Police Department is authorized to expend up to the amount appropriated for the desired software by December 31, 2005; and, be it
Further Resolved, That the Police Department shall follow the purchasing procedures and requirements of s. 16-05 of the Milwaukee City Charter in procuring this software.
