Analysis
This resolution endorses Operation Safe Summer with its 5-point approach to promoting neighborhood safety in the City.  Operation Safe Summer calls for the participation of the Police Department, churches, residents, youth, and elected and community leaders for the purpose of advancing a cooperative effort to increase neighborhood safety.
Body
 
Whereas, The effect of an unsafe neighborhood reaches beyond the boundaries of that neighborhood to impact the health, safety and welfare of an entire city; and
 
Whereas, Increasing neighborhood safety not only promotes a better quality of life for residents, but also helps to stabilize the economic base for businesses and establish a more inviting environment for residents and businesses to invest their resources; and
 
Whereas, By working to include various community stakeholders in support of a city-wide effort to increase neighborhood safety, the best chance for success can be achieved; and
 
Whereas, Operation Safe Summer calls for the participation of the Police Department, churches, residents, youth, and elected and community leaders for the purpose of advancing a cooperative effort to increase neighborhood safety; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council endorses Operation Safe Summer and calls upon the Police Department and various community stakeholders to undertake the following 5-point approach to promote neighborhood safety in the City of Milwaukee:
 
1.  That the Police Department increase curfew enforcement efforts while increasing its attention to and renewing its focus on quality of life issues in high-crime areas.
 
2.      That churches join with Police Chief Arthur Jones' Safety Coalition and look for other opportunities to take on a more active stewardship role not only in their own neighborhoods, but in other neighborhoods as well.  Churches are urged to distribute throughout neighborhoods church or City-sponsored leaflets that address quality-of-life issues and that they work to expand their ministerial efforts to include door-to-door outreach.  
 
3.      That residents get more actively involved with community-based organizations, block clubs, churches and community learning centers and share information of       these groups' efforts with their neighbors.  Residents are encouraged to take accountability for themselves and responsibility for their children while looking for opportunities to increase adult interaction with neighborhood children and youth.
 
4.  That youth and young adults cease engaging in violent behavior and instead focus on learning to respect themselves, to respect life, and to respect the lives       of others.  Youth and young adults need to realize that criminal activity does not have to be the only way to solve their problems.
 
5.  That elected and community leadership increase their involvement in community outreach efforts while increasing their neighborhood visibility through face-to-face contact with their constituency.  Elected and community leadership should make pubic denouncements within the community of criminal activity and the perpetrators thereof.
