Title

Substitute resolution relating to the application, acceptance, and funding of an outdoor recreation grant for Metcalfe Playfield, from the State of Wisconsin Department of Natural Resources.

Analysis

This resolution authorizes the Department of Public Works to apply for and accept a State of Wisconsin outdoor recreation grant to make improvements at Metcalfe Playfield, located at North 33rd Street and Meinecke Avenue.

 

Body

Whereas, The City of Milwaukee is eligible to apply for outdoor recreation grant funds from the State of Wisconsin Department of Natural Resources (DNR) for improvements to Metcalfe Playfield, located at North 33rd Street and Meinecke Avenue; and

 

Whereas, City involvement in this grant would help the Milwaukee Public Schools (MPS) Department of Recreation and Community Services (DRCS) meet the goals of its 2015 Outdoor Recreation Facilities Master Plan, ensure that recreational facilities and programs are designed to meet the special needs of all residents regardless of age, gender or ability, provide residents with an opportunity to engage in recreational activities, and provide residents with safe and reliable recreational equipment; and

 

Whereas, The grant-funded portion of the project is $807,250, of which $403,625 (50%) is provided by DNR and then sub-granted by the City to DRCS, and $403,625 (50%) is matching funds provided by DRCS; and

 

Whereas, DRCS has created a budget for the project and plans to expend funds that are eligible and appropriate as the local match; and

 

Whereas, By sub-granting all of these grant funds to DRCS, the City will help improve Metcalfe Playfield; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the application to the State of Wisconsin, Department of Natural Resources is authorized and the Department of Public Works/Facilities Development and Management shall accept this grant without further approval, unless the terms of the grant change, as indicated in s. 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Capital Project/Grant parent account, and fund the following amounts for the project/program titled Metcalfe Playfield:

2. Create the necessary Grant and Project/Grant levels and to budget against these Project/Grant values the amount required under the grant agreement.

 

3. Establish the necessary City Share Project Values.

Further Resolved, That these funds are budgeted for the Department of Public Works/Facilities Development and Management, which is authorized to:

 

1. Expend from the amount budgeted for specific purposes as indicated in the grant budget and incur costs consistent with the award date.

 

2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.

 

3. Sub-grant the funds to Milwaukee Public Schools, Department of Recreation and Community Services.

 

4. Require timely cost and progress reports from Milwaukee Public Schools, Department of Recreation and Community Services.
