Title

Resolution authorizing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation in conjunction with street lighting improvements at 875 East Wisconsin Avenue under the Federal Congestion Mitigation/Air Quality Program. (Infrastructure Services Division)

Analysis

This resolution will authorize and direct the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation for replacing the permanent street lighting units and traffic control signage on East Wisconsin Avenue using Congestion Mitigation/Air Quality Funds.  The resolution also directs the City's Comptroller to create the necessary accounts to fund the City of Milwaukee's share for construction of this project.

Body

Whereas, The City of Milwaukee has requested and received approval for a Congestion Mitigation/Air Quality (CMAQ) from the Wisconsin Department of Transportation (WISDOT) to undertake streetscape and pedestrian improvements at 875 East Wisconsin Avenue; and

 

Whereas, Permanent streetscape improvements consistent with those currently being implemented by the Department of Public Works on Wisconsin Avenue have been implemented at no cost to the City or CMAQ grant in conjunction with building construction on this site; and

 

Whereas, The proposed improvements to the street lighting and traffic control signage consistent with the current Wisconsin Avenue streetscape are eligible for CMAQ funds; and

 

Whereas, WISDOT has indicated that the funding assistance for 80% of the estimated cost is available under the CMAQ grant; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to enter into an agreement with WISDOT pertaining to the cost participation for replacement of street lighting units and traffic signage in conjunction with the improvements of aforementioned projects, a copy of which is attached to Common Council Resolution File Number 030803, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to replace the street lighting units and traffic control signage included in the CMAQ grant streetscape project, following the execution of the CMAQ agreement; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capitol Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for this project (Expenditures), and transfer to these accounts the amount required under the project agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000 whichever is greater, as follows:
