Title

Substitute resolution amending File Number 010931 to authorize the solicitation of bids by the Department of City Development from other potential buyers for the purchase of unimproved, surplus land on the Northwest Side (15th Aldermanic District).

Analysis

This resolution repeals the portion of Common Council File Number 010931 (adopted November 27, 2001) that authorized sale of 27.55 acres of surplus, City-owned land located south of West Bradley Road and east of North 99th Street to the Milwaukee Metropolitan Sewerage District.  This sale has not yet been completed, and it appears that there is now private-sector interest in acquiring this property for taxable development.  The resolution further directs the Department of City Development to solicit bids for the purchase of this property.

Body

Whereas, On November 27, 2001, the Milwaukee Common Council adopted File Number 010931, a resolution declaring 57 contiguous vacant, City-owned lots totaling 27.55 acres on the Northwest Side surplus to municipal needs; and

Whereas, This resolution also accepted the Milwaukee Metropolitan Sewerage District's Offer to Purchase this land for flood mitigation and conservancy purposes, and directed the proper City officials to perform such acts as necessary to carry out the intent of the resolution; and

Whereas, The sale to the Sewerage District has not been completed; and

Whereas, The Common Council agreed to declare this property surplus and sell it to the Sewerage District because it appeared that there was no private-sector interest in acquiring the land for taxable development; and

Whereas, It now appears that there is interest in the site for development that would result in additional property tax revenues for the City; now, therefore, be it

Resolved, That the third “Whereas” clause and the “Further Resolved” clause of Common Council File Number 010931 are repealed; and, be it

Further Resolved, That the Department of City Development is authorized and directed to solicit bids for the purchase of the surplus, City-owned property described in File Number 010931; and, be it

Further Resolved, That acceptance of the Offer to Purchase that is recommended by the Department of City Development following this bid-solicitation process, and sale of the property to the successful bidder, shall be authorized by further resolution of the Common Council.
