Title

Resolution relative to the cost participation and installation of traffic signal improvements at the intersection of West Kilbourn Avenue and North 6th Street under a Highway Safety Improvement Program project in the 4th Aldermanic District at a total estimated cost of $73,941.84, with an estimated grantor share of $36,000, and an estimated City share of $37,941.84.

Analysis

Resolution relative to the cost participation and installation of traffic signal improvements at the intersection of West Kilbourn Avenue and North 6th Street under a Highway Safety Improvement Program project in the 4th Aldermanic District at a total estimated cost of $73,941.84, with an estimated grantor share of $36,000.00, and an estimated City share of $37,941.84, and to install these improvements upon execution of the agreement.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.  The total cost of the project is $210,941.84, with a grantor share of $159,300.00, and a City share of $51,641.84.

Body

Whereas, A revised Project Agreement for the installation of traffic signal improvements at the intersection of West Kilbourn Avenue and North 6th Street under the 2014 Highway Safety Improvement Program was approved by the Common Council under File Number 110442; and,

 

Whereas, The proposed traffic signal improvements will improve safety for pedestrians and vehicles at the intersection; and

 

Whereas, Additional traffic signal improvements at the intersection are needed to meet new requirements of the 2009 Manual on Uniform Traffic Control Devices and complete additional hardware and cabling work not originally included in the revised State Municipal Agreement approved under Common Council File Number 110442; and

 

Whereas, These additional improvements will increase the cost of the project by $33,941.84 and are one hundred percent City funded; and

 

Whereas, The total estimated cost of the project is $73,941.84 for the installation of a traffic signal improvements; and

 

Whereas, $37,941.84 is not reimbursable and is included in the Division’s 2013 Capital Purpose Project Grant Number ST320130000; and

 

Whereas, $36,000.00 is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2013 Capital Grant and Aids Projects Fund Project Grant Number SP032130100; and

 

Whereas,  The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and   

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a Local Force Agreement with WISDOT for the installation of traffic signal improvements at the intersection of West Kilbourn Avenue and North 6th Street under a Highway Safety Improvement Program project with unit prices based on a predetermined estimate prepared under the Federal and State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements at the intersection of West Kilbourn Avenue and North 6th Street; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant, and Aid Projects, the necessary Project Grant Chartfield Values for the project expenditure and transfer to any of these accounts the amount required under this grant agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts approved for Grantor Share and City Share or $5,000, whichever is greater, but limited to $150,000 as follows:
