Analysis
This resolution transfers $25,000 from the Capital Improvements Advance Planning Fund into the Comprehensive Plan Subaccount No. UR01280130. This subaccount allocation will provide consultant assistance for the preparation of an updated Comprehensive Area Plan for the Northeast Side of the City of Milwaukee.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee ("City") prepare a Comprehensive Plan by 2010; and
Whereas, Comprehensive Area Plans ("Plans") for specific areas of the City are components of the Comprehensive Plan; and
Whereas, The Department of City Development ("DCD") continues work on residential and commercial analysis as well as land use policy development; and
Whereas, The preparation of Plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services; and
Whereas, The Northeast Side of Milwaukee, as identified on a map and a copy of which is attached to this Common Council File, is generally bounded by Capitol Drive on the north, Brady Street on the south, the Lakefront on the east, and 20th Street on the west; and
Whereas, Rapid and fundamental changes in residential, commercial and industrial issues and opportunities warrant a Plan for said area; and
Whereas, The current unencumbered balances in the Capital Improvements Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; and
Whereas, It is the intent of DCD to seek additional funds from the 2005 and 2006 Capital Improvements Advance Planning Fund to support the development of the Northeast Side Plan; and
Whereas, DCD agrees to work with local elected officials and community partners to identify additional private funds to augment City funds designated for the creation of the Northeast Side Plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized and directed to transfer the amount of $25,000 from the Capital Improvements Advance Planning Fund Account No. UR01280000 to be allocated to a new Comprehensive Planning Subaccount No. UR01280130 to be used by DCD to support comprehensive planning and land use policy development for said Northeast Side area; and, be it
Further Resolved, That DCD is authorized and directed to enter into such contracts and agreements as necessary to accomplish the development of an updated Northeast Side Comprehensive Area Plan.
