Substitute resolution approving a 2018 Neighborhood Beautification Plan.
Analysis
This resolution approves a 2018 Neighborhood Beautification Plan. The Plan will be administered by the Department of Administration - Environmental Collaboration Office. The Common Council allocated $165,000 to the Department of Administration for this purpose in the 2018 City Budget. The Neighborhood Beautification Plan includes a project list, depicts sample projects, and outlines principles for projects in Milwaukee’s commercial corridors.
Body
Whereas, The Common Council appropriated a $165,000 Neighborhood Investment Beautification Program Special Fund in the 2018 Budget to the Department of Administration-Environmental Collaboration Office; and
Whereas, The Common Council’s objective in appropriating these funds is to improve the appearance of the City of Milwaukee, with a specific focus on the City’s most challenged neighborhoods; and
Whereas, The Environmental Collaboration Office’s HOME GR/OWN initiative has a five-year history of creating public/private partnerships to catalyze neighborhood redevelopment and beautification; and
Whereas, The Environmental Collaboration Office has an award-winning history of beautification projects that promote Milwaukee’s sustainability through the implementation of commercial corridor improvements, vacant lot improvements, stormwater management features and the creation of new public spaces for Milwaukee residents; and
Whereas, The Environmental Collaboration Office and its neighborhood beautification partners want to beautify Milwaukee’s neighborhoods while simultaneously promoting sustainability, commercial corridor economic development and resident quality of life; and
Whereas, The Environmental Collaboration Office will expend this appropriation by contracting with neighborhood nonprofits, business improvement districts, small- and minority-owned businesses and other entities to promote green job creation and economic development across the City; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the 2018 Neighborhood Beautification Plan, a copy of which is attached to and made a part of this file, is adopted; and, be it
Further Resolved, That the Neighborhood Beautification Plan shall guide the Department of Administration - Environmental Collaboration Office in using the $165,000 Neighborhood Investment Beautification Program Special Fund included in the 2018 Budget; and, be it
Further Resolved, That the Environmental Collaboration Office is directed to seek to leverage this funding by requesting matching funding from its community partners; and, be it
Further Resolved, That the Environmental Collaboration Office is authorized to directly procure design, engineering, and construction services and contract or grant up to a level of $15,000 per individual contractor, business improvement district or neighborhood agency in order to expedite and complete the 10 - 20 anticipated beautification projects within the 2018 and 2019 calendar years, with other procurement practices following all procedures and policies set forth for City purchases of services; and, be it
Further Resolved, That the Environmental Collaboration Office is authorized to provide grants to the following organizations for beautification work on privately-owned sites that support general city beautification and commercial corridor improvements, including up to $8,000 to Common Bond Communities for the Glenbrook Park project, up to $3,000 to The Wheelhouse as part of Holton Street Greenscaping, and up to $11,000 to Velobahn Coffee and Cycle for parking lot greenscaping; and, be it
Further Resolved, That the Environmental Collaboration Office shall establish a pilot program for landscape beautification grants on private parking lots in order to enhance the appearance of Milwaukee’s commercial corridors.
