Title

Resolution approving the City of Milwaukee Vision Zero Action Plan.

Analysis

This resolution approves the City of Milwaukee Vision Zero Action Plan, in alignment with the City’s commitment to becoming a Vision Zero community and with the goal of achieving zero traffic deaths by the end of 2037.

Body

Whereas, Common Council File Number 211255, adopted June 21, 2022, committed the City of Milwaukee to becoming a Vision Zero Community; and

 

Whereas, Vision Zero is “a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all”; and

 

Whereas, Vision Zero was first implemented in Sweden in the 1990’s, has been successful across Europe, and now has a network of over 50 cities in the United States; and

 

Whereas, The City has committed to the following Vision Zero principles:

 

1.                     Building and sustaining leadership, collaboration, and accountability - especially among a diverse group of stakeholders including community members, transportation professionals, policymakers, public health officials, and police.

2.                     Collecting, analyzing, and using data to understand trends and potential disproportionate impacts on traffic deaths on certain populations.

3.                     Prioritizing equity and community engagement.

4.                     Managing speed to safe levels

5.                     Setting a timeline to achieve zero traffic deaths and serious injuries, which brings urgency and accountability, and ensuring transparency on progress and challenges.

 

; and

 

Whereas, The 2023 City Budget created the position of Vision Zero Policy Director and charged the Director with creating and implementing a Milwaukee Vision Zero Action Plan through a collaborative process with residents, community-based organizations, City departments and other governmental agencies; and

 

Whereas, Although the city of Milwaukee has experienced a year-over-year decline in traffic fatalities, there is a tremendous amount of work still to do; and

 

Whereas, A Vision Zero Action Plan has been developed with input from the public, the Community Advisory Committee, governmental agencies, as well as a variety of City Departments, including the Milwaukee Police Department, Milwaukee Fire Department, Milwaukee Municipal Court, Department of Public Works, Department of City Development, Milwaukee Health Department, Department of Administration, Milwaukee Public Library, and the City Attorney’s Office; and

 

Whereas, This Action Plan has the following strategies for achieving zero traffic fatalities by the end of 2037:

 

1.                     Build Safe Streets for All Users, Prioritizing the Most Dangerous Roads.

2.                     Support Accountability in the Justice System with a Focus on Prevention.

3.                     Foster Vibrant, People Centered Places.

4.                     Promote Traffic Safety through Communication, Encouragement, and Education.

5.                     Ensure Timely and Effective EMS and Medical Care.

6.                     Advocate for Safer Vehicles.

7.                     Champion State-Level Changes.

Whereas, Adoption of this Action Plan would reaffirm the City’s commitment to Vision

Zero and provide a road map for every City department to begin its implementation; now, therefore, be it  

 

Resolved, By the Common Council of the City of Milwaukee, that the Vision Zero Action

Plan, as attached to this file, is approved; and, be it

                      

Further Resolved, That all City departments shall consult the City of Milwaukee Vision Zero Action Plan when developing policies or advocacy aimed towards traffic and pedestrian safety, and implement the recommendations therein
