Title

A substitute ordinance to further amend the 2016 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Employee Relations, Health Department, Fire Department, Municipal Court, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2016 - March 27, 2016):

 

Under Pay Range 1GX, delete the title “Violence Reduction and Prevention Initiative Manager (2)”.

 

Under Pay Range 1IX, add the title “Violence Reduction and Prevention Program Director (2)”.

 

Part 2.  Part 1, Section 2 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2016 - March 27, 2016):

 

Under Pay Range 2AN, remove the designations “(2)” and “(4)” from and add designation “(1)” to the title” Water Chemist I”, remove designation “(2)” from the title “Water Microbiologist”, delete footnotes “(2)” and “(4)” in their entirety,  and replace footnote “(1)” with the following:

 

“(1) Minimum recruitment is at $1,561.53 ($40,599.78) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2CN, remove designation “(5)” from the title “Water Chemist II”, delete footnotes “(5)” and “(8)” in their entirety, and replace footnote “(8)” with the following: 

 

“(8) Minimum recruitment is at $1,810.00 ($47,060.00) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2DN, add designation “(6)” to and delete designations "(3)" and "(16)" from the title “Water Microbiologist II”; delete footnote “(16)” in its entirety; and replace footnote “(6)” with the following:

 

“(6) Minimum recruitment is at $1,830.32 ($47,588.32) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2EN, replace footnote “(9)” with the following: 

 

“(9) Minimum recruitment is at $2,114.60 ($54,979.60) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2EX, delete the title “Employee Assistance Coordinator”.

 

Under Pay Range 2FN, replace footnote “(1)” with the following: 

 

“(1) Minimum recruitment is at $2,113.16 ($54,942.16) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2HN, add designation“(14)” to the title “Lead Microbiologist” with footnote “(14)” to read: 

 

“(14)  Recruitment may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2HX, add the title “Employee Assistance and Resource Coordinator”.

 

Under Pay Range 2IX, delete the title “Quality Assurance Coordinator” and add the title “Fleet Systems Manager (1)”.

 

Part 3.  Part 1, Section 2 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2016 - April 24, 2016):

 

Under Pay Range 2AN, delete the title “Communicable Disease Specialist (5)(9)” and add the title “Disease Intervention Specialist (5)(9)”.

 

Part 4.  Part 1, Section 5 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 5EN, delete designation “(1)” from the position of “Office Coordinator”.

 

Part 5.  Part 1, Section 7 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 7FN, add footnote designations “(3)” and “(6)” to the title “Lead Equipment Mechanic” with the footnotes to read: 

 

“(3)  In Infrastructure, an employee given a promotional emergency or temporary appointment to this title to be paid these rates: $1,649.23, $1,689.66, $1,735.61, $1,785.74, $1,855.48. The appointment shall be at a pay rate that is at least $10 more biweekly than the employee was receiving. An employee who reaches 2080 hours of work at a rate shall advance to the next higher rate.”

 

“(6)  Recruitment is at $1,649.23 ($42,879.98) for title in Infrastructure.”

 

Part 6.  Part 1, Section 7 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2016 - March 27, 2016):

 

Under Pay Range 7EN, replace footnote “(2)” with the following: 

 

“(2)  Career Ladder Position.  Minimum recruitment is at $1,629.50 and may be up to $1,734.48 based upon credentials with the approval of DER.  Employees will advance to the next rate in the following range upon certification by the Commissioner of Public Works as having attained and maintained at all times the required credentials and demonstrated job performance:  $1,629.50, $1,663.76, $1698.76, $1,734.48, $2,063.40.”

 

Under Pay Range 7HN, replace footnote “(11)” with the following: 

 

“(11)  Career Ladder Position.  Recruitment is at $1,649.23 and may be up to $1,756.47 based upon credentials with the approval of the Department of Employee Relations.  Employees will advance to the next rate in the following range upon certification by the Commissioner of Public Works as having attained and maintained at all times the required credentials and demonstrated job performance: $1,649.23, $1,702.02, $1,756.47, $1,812.66, $1,870.70, $1,930.55, $2,001.89.”

 

Part 7.  Part 1, Section 8 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 8DN, delete “Sanitiation Yard Attendant (11)(13)” and add “Sanitation Yard Attendant (11)(13)(15)”.

 

Part 8.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 9.  The provisions of Parts 1, 2, and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 8, 2016 (March 27, 2016).

 

Part 10.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2016 (April 24, 2016).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 11.  This ordinance will take effect and be in force from and after its passage and publication.
