An ordinance relating to the sale of on-street all night parking and off-street municipal parking lot permits.

Analysis
Currently, quarterly and annual on-street all night parking permits and off-street municipal parking lot permits may be purchased at police district stations, violation bureaus, the city of Milwaukee tow lot, or through the mail. The current fees are $12 for a quarterly permit, $44 for an annual permit. This ordinance replaces the quarterly permit with a $16 4-month permit. If the permit is purchased in the first 4 months of the year, the fee for an annual permit remains at $44. The ordinance does establish a $32 fee for annual permits purchased in the 2nd four months of the year. The ordinance authorizes the sale of night parking and off-street municipal parking permits online and establishes a $2.25 processing fee for each permit purchased online. This ordinance also provides that if an online permit application is made 7 days or less before the start of a new 4-month period, the vehicle for which the permit is issued is permitted to park for up to 7 days without displaying the permit.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 81-85 of the code is repealed and recreated to read:
81-85. Parking Permit: On-Street All Night; Off-Street Municipal Parking Lot.
Permits for on-street, all night parking permits, and for off-street municipal parking lots shall be made available on a 4-month and annual basis.
1. The fee for a 4-month permit including sales tax shall be $16.
2. The fee for the annual permit including sales tax purchased in the first 4 months of the year shall be $44.
3. The fee for the annual permit including sales tax purchased in the second 4 months of the year shall be $32.
4. There shall be a $2.25 fee for each permit purchased online.
Part 2. Section 101-27-2-a of the code is amended to read:
101-27. All Night Parking
2. a. Vehicles may be parked during such hours, provided they shall first obtain a
special privilege permit >>online or<<from any facility the city may designate for the sale of such permit, after filing an application and paying a permit fee, all as required under this section, and shall be parked as authorized by such permit, as provided in sub. 5.
Part 3. Section 101-27-7-h of the code is created to read:
7. EXCEPTIONS.
h. If an online permit application is made 7 days or less before the start of a new 4-month period, the vehicle for which the permit is issued shall be permitted to park for up to 7 days without displaying the permit.
Part 4. This ordinance takes effect December 20, 2009.
