Analysis
This resolution authorizes and directs the Commissioner of Public Works to construct streetscape improvements on the segment of East Wisconsin Avenue from North Milwaukee Street to North Prospect Avenue, and on North Prospect Avenue from East Wisconsin Avenue to East Mason Street.  Funding for this project will primarily be provided through the Wisconsin Department of Transportation under a Federal Congestion Mitigation/Air Quality Program Grant for the development of primary pedestrian corridors in the Milwaukee Central Business District.
Body
Whereas, The Wisconsin Department of Transportation has approved funding of a project under the Federal Congestion Mitigation/Air Quality (CMAQ) Program for the development of primary pedestrian corridors in the Milwaukee Central Business District to promote walking as an alternative means of transportation in the Milwaukee Central Business District; and
 
Whereas, Common Council Resolution File Number 981733, File Number 990806 and File Number 021033 authorized and directed the Commissioner of Public Works to execute an agreement for the programming and construction of pedestrian facility improvements on East/West Wisconsin Avenue, North Water Street and East/West Kilbourn Avenue under the CMAQ Program, and to undertake preliminary engineering for this pedestrian corridor development project; and
 
Whereas, The pedestrian facility improvement project previously provided for the implementation of a catalytic project on West Wisconsin Avenue from North 2nd Street to North 4th Street, and the second stage of streetscape construction on East Wisconsin Avenue from North Milwaukee Street to the Milwaukee River; and
 
Whereas, Implementation of the pedestrian corridors is proposed to continue with the construction of streetscape improvements on East Wisconsin Avenue from North Milwaukee Street to North Prospect Avenue, and on North Prospect Avenue from East Wisconsin Avenue to East Mason Street; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to construct streetscape improvements on East Wisconsin Avenue between North Milwaukee Street and  North Prospect Avenue, and on North Prospect Avenue between East Wisconsin Avenue and East Mason Street, to include sidewalk pavement improvements, street lighting upgrades, landscaping, wayfinding system and other pedestrian amenities; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for this project (Expenditure), and transfer to these accounts the amount required under the project agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
